ORDINANCE NO. // 2/-25 <br /> AN ORDINANCE establishing special charges for connection to the City <br /> of Everett water system and sewer system and repealing Ordinance <br /> No. 984-83 (EMC 14.08.135). <br /> WHEREAS, the City Council of the City of Everett finds that additional <br /> connections to the City of Everett water system and sewer system have cumulative <br /> impacts which will require future reconstruction and expansion of system facilities; and <br /> WHEREAS, the City Council finds that an equitable share of the cost of the <br /> water system and sewer system should be paid by new connections in order to put new <br /> customers and old customers in equilibrium to fund future reconstruction and expansion <br /> of the systems; and <br /> WHEREAS, under RCW 35.92.025, the City Council may charge a connection fee <br /> to property owners seeking new connections to the water system and sewer system in <br /> such amount as the Council may determine in order that said property owners shall bear <br /> their equitable share of the cost of such system; and <br /> WHEREAS, after due deliberation at public meetings, the Council finds that <br /> single family residences connected to the Everett public water system and sewer <br /> system over the past twenty to thirty years have paid service charges well over the <br /> water and sewer connection charges established herein and that such connection <br /> charges thus reasonably relate to the equitable share of the cost of the water system <br /> and sewer system to be borne by new single family residence connections to the <br /> systems; and <br /> WHEREAS, City Council finds that sewer and water connection fees for single <br /> family residences should relate to building size as follows: <br /> Less than 1,000 sq. ft. - $552 total charge <br /> 1,000 sq. ft. to 2,000 sq. ft. - $650 total charge <br /> Over 2,000 sq. ft. - $813 total charge; and <br /> WHEREAS, City Council finds that the financing of the sewer system requires a <br /> substantially greater appropriation of total connection fee charges herein than the <br /> water system and that the rates charged herein should be appropriated 72.5% sewer and <br /> 27.5% water; and <br />
