1 ORDINANCE NO./ SS <br /> 2 <br /> AN ORDINANCE amending Section 1 of Ordinance No. 70-70, City's <br /> 3 billboard ordinance. <br /> 4 <br /> 5 THE CITY OF EVERETT DOES ORDAIN: <br /> 6 Section 1: That Section 1 of Ordinance No. 70-70 (EMC 16.20.010) as <br /> 7 amended by Section 2 of Ordinance No. 1076-84 reads as follows: <br /> 8 <br /> "Purpose and scope. <br /> 9 <br /> A. The purpose of this 'interim billboard ordinance' is to provide for a <br /> 10 period of time for the City of Everett to complete a study and <br /> master plan for development of 'critical' entryway corridors which <br /> 11 have been identified in the 1982 Economic Development Strategy <br /> Plan. The purpose of this chapter is to regulate all exterior signs <br /> 12 commonly referred to as outdoor advertising, billboards or poster <br /> panels and which advertise products, businesses and/or services not <br /> 13 connected with the site on which they are located so as to protect <br /> the safety of the motoring public and to further protect property <br /> 14 values, to protect the character of the various communities in the <br /> City, to protect health, safety and morals, and to promote the <br /> 15 public welfare. <br /> 16 B. All such signs, commonly referred to as outdoor advertising, <br /> billboards or poster panels which advertise products, services, or <br /> 17 businesses not connected with the site on which they are located, <br /> are deemed to be regulated by this chapter. Any widespread <br /> 18 display of outdoor advertising of this type is deemed to be <br /> inappropriate to the character and sound development of the City, <br /> 19 and it is intended that such advertising be confined to business, <br /> commercial or industrial property. Accordingly, outdoor <br /> 20 advertising structures, billboards and poster panels (all hereinafter <br /> referred to as billboards) which advertise products or businesses <br /> 21 not connected with the site on which they are located, shall be <br /> permitted uses only on properties which are zoned B-2, C-1, C-2, <br /> 22 and M-1, except that they shall not be located on, or visible from, <br /> the following entryway corridors to the City: <br /> 23 <br /> 1. Pacific Avenue from the Snohomish River to West Marine <br /> 24 View Drive. <br /> 25 2. Hewitt Avenue from the Snohomish River to Terminal <br /> Avenue. <br /> 26 <br /> 3. Everett Avenue from I-5 to Federal Avenue. <br /> 27 <br /> 4. West Marine View Drive from Pacific Avenue to East <br /> 28 Marine View Drive and I-5. <br /> 29 5. North Broadway from East Marine View Drive to 41st <br /> Street." <br /> 30 <br /> 31 be and the same is hereby amended to read as follows: <br /> 32 <br />
