Once the applicant has begun making improvements, the applicant shall not be eligible for submitting a guarantee to the City to cover the incomplete improvements unless specifically approved by the City - Engineer and/or City Council in accordance with final approval of the subdivision or short subdivision. If approved, the amount of the guarantee may exceed the limits noted in Section 5 D 1 a to offset additional City exposure. 2. Warranty Requirements for Acceptance of Final Improvements a. At the time of final acceptance of the improvements, the applicant shall provide to the City a one year warranty guarantee at 10% of the established final cost of the improvements which must be acceptable to the City Attorney. b. For the purpose of this Ordinance, final approval shall not be deemed given until such time as all of the required improvements have been satisfactorily installed in accordance with the requirements of preliminary approval. E. Improvements 1 . Smooth Transition of Improvements: All improvements required by this Ordinance shall be extended as necessary to provide a smooth transition with existing improvements, both laterally across the street and longitudinally up and down the street, for utilities, vehicular and pedestrian traffic. 2. Utility Improvement Plans: All street and utility improvement plans shall be prepared by a State of Washington Licensed Civil Engineer. All plans shall be prepared on reproducible mylar material and presented to the City for approval. 3. Acceptance of Improvements: The City Engineer is hereby authorized to accept all improvements and/or right-of-way dedication required in this Ordinance on behalf of the City. F. Survey 1 . Survey Required for All Divisions and Redivisions of Land: a. A survey for division and redivision must be conducted by or under the supervision of a registered land surveyor in the State of Washington. The surveyor shall certify on the plat or short plat that it is true and correct representation of the lands actually surveyed and the survey was done in accordance with City and State law. b. In all subdivisions and short subdivisions, lot corner monuments must be set before final approval can be granted. -31-
