. w <br /> ORDINANCE NO. ///445- <br /> AN <br /> O. ///L,L45'AN ORDINANCE creating Fund 115 - General Government <br /> Special Projects to account for specific nonrecurring <br /> general government projects which have appropriations <br /> that carryover from year to year until the project is <br /> complete. <br /> WHEREAS, appropriations in general government fund nos . <br /> 002 , 101 , 110 and 120 lapse at the end of each fiscal year, and <br /> WHEREAS, special projects accounted for in general <br /> government fund nos . 002, 101 , 110 and 120 must be rebudgeted <br /> if they have not been completed by the end of a fiscal year , and <br /> WHEREAS, RCW 35.33. 151 provides that an ordinance may be <br /> adopted to create a special fund in which all appropriations <br /> shall not lapse but shall be carried forward from year to year <br /> until fully expended or otherwise cancelled, and <br /> WHEREAS, it is in the best interest of the City to <br /> separate the nonrecurring special projects from the regular <br /> operating budgets . <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : That Fund 115 - General Government Special <br /> Projects is hereby created pursuant to RCW 35. 33. 151 to be used <br /> to account for nonrecurring special general government projects <br /> for which appropriations need to be carried forward from year <br /> to year until such projects are completed or otherwise <br /> cancelled. <br /> Section 2 : That the Finance and Budget Director shall be <br /> responsible for determining what projects shall be accounted <br /> for in Fund 115. <br /> Section 3 : Severability. If any provisions of this <br /> ordinance shall be declared unconstitutional or invalid by any <br /> court of competent jurisdiction, it shall be conclusively <br /> presumed that this ordinance would have been enacted without <br /> the provision so held unconstitutional or invalid and the <br /> remainder of this ordinance shall not be effected as a result <br /> of said part being held unconstitutional or invalid. <br /> CITY OF EVERETT <br /> Wi liam E.
