• a <br /> 1 ORDINANCE NO. 1076-84 <br /> 2 <br /> AN ORDINANCE amending Ordinance No. 70-70 adopting interim regula- <br /> 3 tions for billboards. <br /> 4 <br /> 5 WHEREAS, the City Council finds that the City Council has adopted a set of <br /> 6 Economic Development Priorities for 1984-1985 which called for the preparation of a <br /> 7 central city redevelopment plan; and <br /> 8 WHEREAS, the City Council finds that this planning effort is now underway and <br /> 9 one of its primary objectives is to identify specific ways the City can improve the <br /> 10 function and attractiveness of the "major gateway corridors" leading into the central <br /> 11 business district and harbor front areas; and <br /> 12 WHEREAS, the City Council finds that one of the key gateway issues to be <br /> 13 addressed is the issue of billboards; and <br /> 14 WHEREAS, the City Council finds that the City is continually receiving <br /> 15 applications for the construction of new billboards along the City's key gateway <br /> 16 corridors; and <br /> 17 WHEREAS, the City Council finds that in order to preserve the status quo and to <br /> 18 preclude the proliferation of billboards locating along critical gateway corridors prior <br /> 19 to such time as the City is able to study the billboard issue and to provide appropriate <br /> 20 regulations, the City must adopt an interim ordinance regulating billboards; and <br /> 21 WHEREAS, the City Council finds that a Final Declaration of Non-Significance <br /> 22 has been issued for this action by the Responsible Official for the City which is dated <br /> 23 August 28, 1984; and <br /> 24 WHEREAS, the City Council finds that an emergency exists; and <br /> 25 WHEREAS, the City Council finds that proper notice has been provided to the <br /> 26 citizens of Everett and that a public hearing has been held concerning the adoption of <br /> 27 interim regulations for billboards within the City; <br /> 28 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 29 Section 1: That there is hereby imposed and declared a moratorium upon the <br /> 30 issuance of any sign permits for the construction, erection or placement of billboards <br /> 31 on, or visible from, the following entryway corridors to the City: <br /> 32 <br />
