1 ORDINANCE NO. / 66 7-P74 <br /> 2 <br /> AN ORDINANCE amending Section 7 of Ordinance No. 994-83 <br /> 3 (EMC 46.28.070) authorizing the Police to issue parking violations <br /> and to impound vehicles on private property for unauthorized <br /> 4 parking in disabled stalls. <br /> 5 <br /> 6 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 7 Section 1: Section 7 of Ordinance No. 994-83 (EMC 46.28.070) which reads as <br /> 8 follows: <br /> 9 <br /> Parking for Disabled Persons. <br /> 10 <br /> A. A person who has received a current and valid special disabled <br /> 11 person's card, decal or license plate from the Washington State <br /> Department of Licensing under RCW 46.16.380 shall be allowed to <br /> 12 park a vehicle being used to transport such person in parking meter <br /> spaces free of charge and for unlimited periods of time in parking <br /> 13 zones or areas which are otherwise restricted as to the length of <br /> time parking is permitted. This section shall have no application to <br /> 14 those zones or areas in which the stopping, parking, or standing of <br /> all vehicles is prohibited or which are reserved for special types of <br /> 15 vehicles. Such person shall not be permitted the foregoing <br /> privilege unless the person obtains and displays a distinguishing <br /> 16 card, decal, or license plate issued pursuant to RCW 46.16.380. <br /> 17 B. No person shall stop, stand, or park a vehicle in a parking space <br /> reserved for physically disabled persons provided on public property <br /> 18 without a special license plate, card, or decal issued pursuant to <br /> RCW 46.16.380. In addition to assessing the penalty identified in <br /> 19 Section 26 of this Ordinance, the Police Department may remove <br /> and impound the offending vehicle. <br /> 20 <br /> C. A parking space or stall for a physically disabled person shall be <br /> 21 identified by: <br /> 22 1. A painted white line on the improved surface delineating the <br /> perimeter of the parking space or stall; and <br /> 23 <br /> 2. A traffic parking control sign per City standards; and <br /> 24 <br /> 3. A legend of the "international symbol of access" described <br /> 25 in RCW 70.92.120 shall be painted on the surface of the stall <br /> in white per City standards. <br /> 26 <br /> 27 be and the same is hereby amended to read as follows: <br /> 28 <br /> Parking for Disabled Persons. <br /> 29 <br /> A.
