pt 3 • ORDINANCE NO./0,,?/-8•V AN ORDINANCE creating a special construction fund entitled "Design & Construction of Transit Transfer Center Amenities" Fund 367, authorizing the design and construction of Transit Transfer Center Amenities. WHEREAS, there exists a need for additional bus shelters at the Hoyt Avenue-Hewitt Avenue transit transfer station, and WHEREAS, there is a need to relocate the existing and to install new portable bus shelters at various locations in the transit system, and WHEREAS, there exists a need to provide downtown office and toilet facilities for the transit system, and WHEREAS, the City has authorized the employing of an Architect for the construction documents of the project; NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1: A special construction fund is hereby established as Fund 367 entitled "Design and Construction of Transit Transfer Center Amenities", to accomplish the actions authorized in subsequent sections of this ordinance. Section 2: Authorization is given to the Director of Public Works, under the administration of the Mayor, to design and construct the Transit Transfer Center Amenities including an office and toilets for transit personnel, canopies for transit customers, installation of portable transit shelters, landscaping, lighting, paving and benches. Plans and improvements are on file with the City and such plans shall be subject to such additions or changes as to details or other changes not affecting the general plan or its scope and intent, as may be authorized from time to time by the Director of Public Works. Section 3: The total estimated cost of the improvements authorized in this project is $265,000 which will include all costs related to design, construction, contract administration, plan development, financing and associated costs. Section 4: A. The sum of $265,000 is hereby appropriated to Fund 367, "Design and Construction of Transit Transfer Amenities". B. Source of funds as revenues to Fund 367 is Transit Department Fund 425. Section 5: The City Treasurer of the City of Everett is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy interim construction costs not to exceed $265,000. These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement or long term bond financing monies are received. Section 6: This appropriation shall not lapse but shall be carried forward year to year until fully expended or the purpose has been accomplished or abandoned without the necessity of reappropriation as per RCW 35.33.151.
