• <br /> - and activities of the city-, naming the city as an additional , <br /> insured. <br /> Section . 510 Unauthorized representation. <br /> All persons who knowingly and intentionally assume to act for <br /> the public corporation without authority to do so shall be <br /> jointly and severally liable for the debts and liabilities <br /> incurred or arising as a result thereof. <br /> Section . 520 Ancillary authority. <br /> The Mayor and City Clerk are granted all such power and <br /> authority as reasonably necessary or convenient to enable them to <br /> administer this chapter efficiently and to perform the duties <br /> imposed in this chapter. <br /> Section . 530 Construction. <br /> This chapter shall be liberally construed so as to effectuate <br /> its purposes . <br /> Section . 540 Waiver. <br /> When requested by a public corporation in order to secure or <br /> carry out federal grants or programs , the city may waive <br /> compliance by the public corporation with any particular <br /> provision of this chapter, other than Sections . 010 , . 140 A3 , <br /> . 160 , . 170 , . 360 through . 380 , . 390 C , . 420 , . 440 A2 , A3 and A8 , <br /> and . 450 , which may be inconsistent with the terms and conditions <br /> of the federal grant or program insofar as necessary to enable <br /> the public corporation to secure and carry out such grant or <br /> program. <br /> Section . 550 Prohibited conduct. <br /> A. No current corporate official or employee shall : <br /> 1. Engage in any transaction or activity which is , or <br /> would to a reasonable person appear to be, in conflict with or <br /> incompatible with the proper discharge of official duties , or <br /> which impairs , or would to a reasonable person appear to impair, <br /> the officer ' s or employee ' s independence of judgment or action in <br /> the performance of official duties; <br /> 2 . Use his or her official position for a purpose that <br /> is , or would to a reasonable person appear to be primarily for <br /> the private benefit of the officer or employee, rather than <br /> primarily for the benefit of the public corporation; or to <br /> achieve a private gain or an exception from duty or <br /> responsibility for the officer or employee or any other person; <br /> - 26 - <br />
