Cnmprehensive Pian-The proposed Binding Site plan,site plan and other application <br /> information proposed far development shali be consistent with the City's Comprehensive Plan <br /> policies and land use map; <br /> Finding: The Everett Comprehensive Plan designates this area as 5.4—C3ffice and tndustriai <br /> Park. The site will be used in a manner consistent with the uses identified in the Planned A�fian <br /> Ordinance for the Sputhwest Everett/Pain� Field Subarea Plan. The proposed use is also <br /> consistent with the use and devefopment goals and policies in the Comprehensive Plan. <br /> Conclusion: 7he proposed binding site plan and anticipated land use are consistent with the <br /> Comprehensive Plan. <br /> �. Zoning-�The proposed binding site plan,site plan and ather required application information <br /> shall meet the requirements of the Everett Zoning Code,except as permitted �ay tha design and <br /> development provisions of(Titte 18); <br /> Find�ng: -M-1.Zoning Standards: The existing zoning o�this 8inding Site Plan is M-1,C}ffice and <br /> industrial Park,with Planr�ed De�elopment Qverlay(Pb0). The M-1 zone requires a minimum <br /> lot area of 5 acres,with some lofis allowed ta be as small as two aCres. However,the Planned <br /> � [3evelopment.O�erlay and Development Agreement contains specific development standards <br /> addressing redevelopment of t€te RinkerJCemex site. These standards address k�uilt(ing setbacks <br /> and height, lot size,landscaping,apen space,signage and building design,and are listed in Parfi <br /> Two of the 'Amended and Res�ate�i Deve%pmentAgreemenf'dated September 1,2005 <br /> �Agreement), <br /> Proposed Lat�.of the BSP would be approximately 12.40 acres in area; Lot 2 wo�ld be 13.01 <br /> acres acre in area and Lot 3,the existing mineral extractionJprocessing operation,would have <br /> approximately 210 acres. The Applicant indicated that all ofthe lots may be further subdivided <br /> at some time in the future. The City acknowiedges that each lot has sufficient area to be further <br /> divided,subject to meeting all requirements of the M-1 zone and the Agreement. <br /> The revissd lo#tonfiguration shows two tracts(Tracts 996 and 997)abutting Lot 7,. These tracts <br /> are propased as"open space"and consist primarily of secand growth na#ive vegetation on steep <br /> slopes. The open space tracts are propased in order to meet the 10%open space area required <br /> for each tot by fhe Agreement(Part 2,Section M). <br /> Part Two of the Agreement contains additiona) requirements for#andscaping around buildings, <br /> along interior lot lines and along street frontages. petaiEed landscape plans will need to be <br /> submit#ed at the time of canstruction perrnit application. This includes streetscape plans for the <br /> property's frantage on Glenwood Avenue <br /> Conclusion: 7he lots can provide adequate building, parking and yard areas and meet al!M-7. <br /> zoning standards,as wei[as the requirements of the Devefopment Agreement Iaetween <br /> RinkerjCEMEX,the City and FSA. <br /> C. Natural Enuironment-The Binding Site Plan,site plan and other required application <br /> information shall meet the requirements of Enviranmentally Sensitive Area Regulations of the <br /> Everett Zoning Cade,Title 20, �verett�Municipal Code(Enviranmental Foliciesj,and the State <br /> Enviranmental Policy Act,WAC 197.11; <br /> Findings: 7he site has had significant clearing,grading and�ifl acfiivity as a resuit of past and <br /> current grav�)mining ac#ivities.
