CITY OF EVERETT <br /> ADMINISTRATIVE SETTLEMENT POLICY <br /> • <br /> In accordance with the Federal and State approach to the Uniform Relocation Act and Real <br /> Properties Acquisition Act,the City of Everett hereby establishes the following Administrative <br /> Settlement Policy: <br /> General Policy: <br /> When acquiring real property,the City of Everett will treat property owners,fairly, consistently, <br /> and in the manner prescribed by all provisions of the Uniform Relocation Assistance and Real <br /> Property Acquisition Policies Act of 1970, as amended. <br /> Procedures: <br /> Administrative Settlements that exceed fair market value(FMV),as established through the <br /> appraisal process and in accordance with the administrative settlement section of the Washington <br /> State Department of Transportation Local Agency Guidelines Manual, shall be documented, <br /> justified, and be set forth in writing.Administrative Settlements will be subject to the following <br /> levels of approval authority: <br /> 1. The Real Property Manager is the authority to make administrative settlements of up to <br /> $50,000 above FMV or up to 25% above the FMV,whichever is less. <br /> 2.
