• <br /> ORDINANCE NO. /Q® <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Design and Construction of Colby Avenue Tile, Water, and <br /> Parking Improvements", Fund 365, authorizing the design and <br /> construction of street and water improvements on Colby Avenue <br /> between Pacific Avenue and 26th Street. <br /> WHEREAS, the need is evident to replace the deteriorated City water main and <br /> services on the east side of Colby Avenue between Pacific Avenue and Everett Avenue; <br /> and <br /> WHEREAS, the present tile walking surface between Wall Street and Everett <br /> Avenue is expensive to maintain and presents certain legal problems to the City that <br /> should be corrected as soon as possible; and <br /> WHEREAS, it would be advantageous for the City to take advantage of the <br /> additional space made available by narrowing Colby Avenue to two (2) lanes and <br /> construct additional parking spaces on Colby Avenue which would tend to stimulate <br /> economic growth in the Central Business District; and <br /> WHEREAS, the need exists to reduce the vehicular exposure of pedestrians using <br /> the mid-block pedestrian crossings by shortening the mid-block crossing distance; and <br /> WHEREAS, it would be of benefit to the City to provide better transit egress <br /> points along Colby Avenue to provide for better accessibility to businesses by bus <br /> partrons; and <br /> WHEREAS, the Everett City Council, on December 7, 1983, did authorize the <br /> Mayor to amend the Department of Housing and Urban Development Grant to <br /> appropriate $170,000 to make certain needed improvements to Colby Avenue from <br /> Pacific Avenue north to Everett Avenue. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1: A special construction fund is hereby established as Fund 365 entitled, <br /> "Design and Construction of Colby Avenue Tile, Water, and Parking Improvements", to <br /> accomplish the actions authorized in subsequent sections of this ordinance. <br /> Section 2: Authorization is hereby granted to the Director of Public Works, under <br /> the administration of the Mayor, to design and construct certain water, street, and <br /> pedestrian walkway improvements on Colby Avenue between Pacific Avenue and 26th <br /> Street as determined to be required by the Director of Public Works. This authorization <br /> includes all permits, materials, equipment, easements, and franchises necessary to do <br /> so. <br /> Section 3: The total estimated cost of the improvement herein authorized is <br /> $427,000 which shall include all costs related for the design, construction, contract <br /> administration, plan development, and associated costs as follows: <br /> 1. Colby Tile, Parking Improvements, Corner Treatments, $185,000 <br /> and Surface Restoration for Waterline <br /> W.O. 1651, Program 283 <br /> 2. Mid-Block Crossings $ 65,000 <br /> W.O. 1667, Program 286 <br /> 3. Waterline $120,000 <br /> W.O. 1664, Program 284 <br /> 4. Asphalt overlay $ 57,000 <br /> W.O. 1662, Program 285 <br /> TOTAL COST $427,000 <br />
