• . • • <br /> • <br /> ORDINANCE NO. `Qa,j`= Q7' <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Design and Construction of Senior Center/Housing Parking Lot <br /> Improvements", Fund 3 6 6, authorizing the design and <br /> construction of Senior Center/Housing Parking Lot <br /> Improvements. <br /> WHEREAS, there exists a shortage of parking facilities adjacent to the Senior <br /> Center and 102 unit senior housing building and; <br /> WHEREAS, on April 7, 1982, the City Council of the City of Everett approved an <br /> ordinance creating a Cooperative Agreement with the Everett Housing Authority <br /> providing for a low-income elderly housing project and; <br /> WHEREAS, the City of Everett and Everett Housing Authority have purchased <br /> land adjacent to the Senior Center and 102 unit senior housing building to provide a joint <br /> use parking area and; <br /> WHEREAS, the Everett City Council, on December 7, 1983, did authorize the <br /> Mayor to amend the Department of Housing and Urban Development Grant to <br /> appropriate $130,000 to make the needed parking improvements. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1: A special construction fund is hereby established as Fund 366 entitled, <br /> "Design and Construction of Senior Center/Housing Parking Lot <br /> Improvements", to accomplish the actions authorized in subsequent sections <br /> of this ordinance. <br /> Section 2: Authorization is hereby granted to the Director of Public Works, under the <br /> administration of the Mayor, to design and construct the Senior <br /> Center/Housing Parking Lot Improvements to include asphalt paving, storm <br /> drainage, landscaping, lighting, and concrete curb, gutter, and sidewalk as <br /> determined to be required by the Director of Public Works. <br /> Section 3: The total estimated cost of the improvements authorized is $130,000 which <br /> will include all costs related to design, construction, contract <br /> administration, plan development, and associated costs. <br /> Section 4: A. The sum of $130,000 is hereby appropriated to Fund 366,"Design and <br /> Construction of Senior Center/Housing Parking Lot Improvements", <br /> Program No. 287. <br /> B. Source of funds - Community Development Block Grant, Fund 198, <br /> Department of Housing and Urban Development. <br /> Section 5: The City Treasurer of the City of Everett is hereby authorized to negotiate <br /> a reasonable rate of interest and issue interest bearing warrants to satisfy <br /> interim construction costs not to exceed $130,000. These interest bearing <br /> warrants shall be redeemed by the Treasurer as soon as reimbursement or <br /> long term bond financing monies are received. <br />
