• . • • • ORDINANCE NO. `Qa,j`= Q7' AN ORDINANCE creating a special construction fund entitled "Design and Construction of Senior Center/Housing Parking Lot Improvements", Fund 3 6 6, authorizing the design and construction of Senior Center/Housing Parking Lot Improvements. WHEREAS, there exists a shortage of parking facilities adjacent to the Senior Center and 102 unit senior housing building and; WHEREAS, on April 7, 1982, the City Council of the City of Everett approved an ordinance creating a Cooperative Agreement with the Everett Housing Authority providing for a low-income elderly housing project and; WHEREAS, the City of Everett and Everett Housing Authority have purchased land adjacent to the Senior Center and 102 unit senior housing building to provide a joint use parking area and; WHEREAS, the Everett City Council, on December 7, 1983, did authorize the Mayor to amend the Department of Housing and Urban Development Grant to appropriate $130,000 to make the needed parking improvements. NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1: A special construction fund is hereby established as Fund 366 entitled, "Design and Construction of Senior Center/Housing Parking Lot Improvements", to accomplish the actions authorized in subsequent sections of this ordinance. Section 2: Authorization is hereby granted to the Director of Public Works, under the administration of the Mayor, to design and construct the Senior Center/Housing Parking Lot Improvements to include asphalt paving, storm drainage, landscaping, lighting, and concrete curb, gutter, and sidewalk as determined to be required by the Director of Public Works. Section 3: The total estimated cost of the improvements authorized is $130,000 which will include all costs related to design, construction, contract administration, plan development, and associated costs. Section 4: A. The sum of $130,000 is hereby appropriated to Fund 366,"Design and Construction of Senior Center/Housing Parking Lot Improvements", Program No. 287. B. Source of funds - Community Development Block Grant, Fund 198, Department of Housing and Urban Development. Section 5: The City Treasurer of the City of Everett is hereby authorized to negotiate a reasonable rate of interest and issue interest bearing warrants to satisfy interim construction costs not to exceed $130,000. These interest bearing warrants shall be redeemed by the Treasurer as soon as reimbursement or long term bond financing monies are received.
