1 R. "Motorcycle" means every motor vehicle having a saddle for the use of 2 the rider and designed to travel on not more than three wheels in contact with the 3 ground. 4 S. "Operator" or "driver" means every person who drives or is in actual 5 physical control of a vehicle. 6 T. "Ordinance" means the City's parking regulation ordinance. 7 U. "Owner" means a person who has lawful right of possession of a vehicle by 8 reason of obtaining it by purchase, exchange, gift, lease, inheritance or legal action 9 whether or not the vehicle is subject to a security interest and means registered owner 10 where the reference to owner may be construed as either to registered or legal owner. 11 V. "Park or parking" means the standing of a vehicle, whether occupied or 12 not, otherwise than temporarily for the purpose of and while actually engaged in loading 13 or unloading of property or passengers. 14 W. "Parking Enforcement Officer" means an employee of the City of 15 Everett under the direction of the Police Department who is responsible, along with the 16 City's Police Officers, to enforce the provisions of this Ordinance. 17 X. "Parking Meter" means any mechanical device placed or erected adjacent 18 to a parking meter space, for the purpose of regulatory or controlling the period of time 19 of occupancy of such parking meter space by any vehicle. 20 Y. "Parking Space" means any space which is duly designated for the parking 21 of a single vehicle by appropriate markings on the pavement and/or the curb. 22 Z. "Passenger Loading Zone" means a place reserved for the exclusive use of 23 vehicles while receiving or discharging passengers. 24 AA. "Planting Strip" means that portion of a highway lying between the 25 constructed curb or the edge of the roadway and the property line exclusive of the 26 sidewalk area. 27 BB. "Police Officer" means a law enforcement officer of the City of Everett. 28 CC. "Registered Owner" means the person whose lawful right of possession of 29 a vehicle has most recently been recorded with the Washington State Department of 30 Licensing. 31 32 -5-
