ORDINANCE No.`-70 -�J AN ORDINANCE creating a special construction fund entitled "Shore Avenue Drainage System Design and Construction Fund No. 364", and authorizing its Design and Construction. WHEREAS, there is an existing problem of landslides down the bluff north of Shore Avenue; and WHEREAS, the Shore Avenue Slope Stability Study recommends the installation of a drainage system on Shore Avenue to lower the local water table; and WHEREAS, the proposed drainage system will help to slow down the rate of landslide activity; NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1: A special construction fund is hereby established as Fund No. 364, entitled "Design and Construction of Shore Avenue Drainage System", to accomplish the actions authorized in subsequent sections of this ordinance. Section 2: Authorization is hereby given to design and construct the Shore Avenue Drainage System as shown in Exhibit A. Section 3: The total estimated cost of the improvements herein authorized is $100,000, which will include all costs related to design, construction, contract administration, plan development, and associated costs. Section 4: The Public Works Director is hereby given the responsibility of conducting all tasks outlined under Section 2, above. Section 5: The sum of $100,000 is hereby appropriated to Fund No. 364, "Shore Avenue Drainage System Design and Construction". 1. Program 268: Shore Avenue Drainage System Source of Funds: Sewer Fund No. 404: $100,000 Section 6: The City Treasurer of the City of Everett is hereby authorized to obtain interim financing at a reasonable rate of interest to satisfy construction costs not to exceed $100,000. The interim financing may be in any form permitted by law. Interim financing liabilities shall be paid by the Treasurer as soon as permanent financing monies, from sources as described elsewhere in the Ordinance, are received.
