X 1-3 , g---73 <br /> • <br /> • . . . <br /> • <br /> 1 ORDINANCE NO. rt ` i3 <br /> 2 <br /> AN ORDINANCE regulating competitive bidding and amending Section 1 <br /> 3 of Ordinance No. 906-82 (EMC 3.44.030). <br /> 4 <br /> 5 <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> 6 <br /> Section 1: Section 1 of Ordinance No. 906-82 (EMC 3.44.030) which reads as <br /> 7 <br /> follows: <br /> 8 <br /> 9 "The Mayor and Purchasing Manager for the City shall establish procedures <br /> for cost-effective acquisition of materials, equipment, supplies, <br /> 10 miscellaneous services and public works, considering availability, service, <br /> convenience and cost. Formal competitive bidding shall not be required in <br /> 11 the following instances: <br /> 12 (a) Purchases of materials, equipment or supplies of less than $10,000. <br /> 13 (b) Public works of less than $10,000. <br /> 14 (c) Purchase made or contracts for public works entered into pursuant <br /> to a resolution by the City Council declaring an emergency to <br /> 15 exist. <br /> 16 (d) Contracts for personal or professional services involving peculiar <br /> skill or ability where the performance of the contract depends on <br /> 17 the skill and ability of the persons or company rendering the <br /> service; provided that the Mayor shall advertise for proposals from <br /> 18 engineers, architects and other persons whose services are licensed <br /> under Title 19 of the RCW. <br /> 19 <br /> (e) Purchases or contracts where there is only one available source <br /> 20 capable of supplying the subject matter of the contract. <br /> 21 (f) Work performed by City personnel." <br /> 22 <br /> is hereby amended to read hereafter as follows: <br /> 23 <br /> 24 "The Mayor and Purchasing Manager for the City shall establish procedures <br /> for cost-effective acquisition of materials, equipment, supplies, <br /> 25 miscellaneous services and public works, considering availability, service, <br /> convenience and cost.
