• <br /> • <br /> ORDINANCE NO. 9C'r/-b'..3 <br /> AN ORDINANCE annexing certain property on <br /> Smith Island and Spencer Island West of Interstate 5 <br /> WHEREAS, pursuant to RCW 35.13.130, a petition was presented to the <br /> City Council of the City of Everett proposing the annexation of certain <br /> property; and <br /> WHEREAS, the petition which was filed pursuant to RCW 35.13.130 was <br /> signed by owners of not less than seventy-five percent in value according to <br /> the assessed valuation for general taxes of the property proposed to be' <br /> annexed; and <br /> WHEREAS, the Council of the City of Everett, a municipal corporation, <br /> did fix June 8, 1983, for hearing upon said petition, and cause notice of <br /> hearing to be published in one issue of the Everett Daily Herald, a newspaper <br /> of general circulation in the City, and caused said notice also to be posted <br /> in three places within the territory proposed for annexation, which notice as <br /> published and as posted specified the time and place of hearing and invited <br /> interested persons to appear and voice approval of the annexation; and <br /> WHEREAS, following the hearing, the Council of the City of Everett, a <br /> municipal corporation, has determined to annex all of the property described <br /> in the petition as hereinafter set forth; and <br /> WHEREAS, the Snohomish County Boundary Review Board did, at their July <br /> 26,1983 regular meeting, decline to invoke jurisdiction in this matter; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That the property hereinafter described be, and the same is <br /> hereby annexed to the City of Everett: <br /> All that portion of Sections 4, 5, and 9, Township 29 <br /> North, Range 5 East, W.M. , described as follows: <br /> Commencing at the intersection of the MID-CHANNEL of <br /> UNION SLOUGH and the MID-CHANNEL of STEAMBOAT <br /> SLOUGH; THENCE Northerly and Easterly following the <br /> MID-CHANNEL of STEAMBOAT SLOUGH to its intersection <br /> with the Westerly right-of-way line of INTERSTATE <br /> HIGHWAY I-5 (SR #1); THENCE Southerly following said <br /> Westerly right-of-way line of INTERSTATE HIGHWAY I-5 <br /> (SR #1) to intersect the MID-CHANNEL of JOHNSON <br /> SLOUGH; THENCE Westerly along the MID-CHANNEL of <br /> JOHNSON SLOUGH to intersect the MID-CHANNEL of SMITH <br /> SLOUGH; <br /> THENCE, Northerly along the MID-CHANNEL of SMITH <br /> SLOUGH to the intersection of the North line of that <br /> portion of Government Lot 16, said intersection <br /> designated as Point "A", described as follows: <br />
