t ' ORDINANCE,N0. g f 4: <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Regional Detention Facilities Construction", Fund No. 340, <br /> and repealing Ordinances No. 677-80 and 934-83. <br /> WHEREAS, the City Council recognizes a need for regional detention <br /> facilities in lieu of on-site detention; and <br /> WHEREAS, the City Council recognizes that Regional Facilities <br /> are cost effective for private developers and in the best interest <br /> of the City; and <br /> WHEREAS, the City Council is requiring private developers to <br /> participate in the cost of constructing these regional detention <br /> facilities; <br /> NOW, THEREFORE, BE IT ORDAINED by the Everett City Council that: <br /> Section 1: A special construction fund is hereby established <br /> as Fund No. 340 entitled "Regional Detention Facilities <br /> Construction Fund" to accomplish the actions authorized <br /> in the subsequent sections of this Ordinance. <br /> Section 2: Authorization is hereby granted to the Director of <br /> Public Works, under the administration of the Mayor, <br /> to design and construct needed regional detention <br /> facilities and to acquire all materials, equipment, <br /> real property, easements, franchises, and rights-of-way <br /> necessary to do so. <br /> Section 3: The City Treasurer of the City of Everett shall <br /> collect funds from private developers in the areas <br /> to be serviced by the various Regional Detention <br /> Facilities. These funds shall be invested by the <br /> City Treasurer of the City of Everett consistent <br /> with arbitrage regulations. The interest earned <br /> shall be deposited in Fund No. 340 and expended <br /> for these projects. The projects shall be con- <br /> structed when sufficient funds have been accumulated. <br /> Section 4: Programs 772 through 780 are hereby set aside, for <br /> regional detention facility construction projects <br /> with the following appropriations: <br /> Program 772 - Pigeon Creek #2 $60,000 <br /> Program 773 - Pigeon Creek #1 $60,000 <br /> Program 776 - Merrill-Ring Creek X50,000 <br /> Program 774, 775, and 777-80 $ -0- <br /> The source of the funds for Programs 772, 773, and 776 <br /> shall be as follows: <br /> Program 772: <br /> From Fund 340, proceeds from drainage fees <br /> collected $60,000 <br /> Program 773 : <br /> From Fund 340, proceeds from drainage <br /> fees collected $60,000 <br /> Program 776: <br /> From Fund 340, proceeds from drainage <br /> fees collected $50,000 <br /> TOTAL $170,000 <br />
