ORDINANCE NO.9.c 7 fg <br /> AN ORDINANCE creating a special construction fund <br /> entitled "Transmission Line #2 Upgrading and Water <br /> System Survey Design and Construction", Fund No. <br /> 361 , and authorizing improvements to the #2 <br /> Transmission Line, a leakage survey of the water <br /> system, and a corrosion survey for steel lines and <br /> tanks. <br /> WHEREAS, the City Council has recognized the need to upgrade the water <br /> system of the City of Everett to assure the safety, health, and welfare of <br /> the City's citizens; and <br /> WHEREAS, the City is currently constructing a water filtration plant <br /> which is due to start operation in the Summer of 1983; and <br /> WHEREAS, there are significant potential savings in treatment costs to <br /> be realized by reducing water system leakage; and <br /> WHEREAS, replacement of failing sections of the wood stave portions of <br /> the #2 Transmission Line will significantly reduce maintenance expenditures <br /> required to keep the #2 Line in service; and <br /> WHEREAS, current operation and maintenance costs as well as future <br /> capital (replacement) costs can be reduced through cathodic protection of <br /> those water facilities experiencing severe corrosion attack; and <br /> WHEREAS, the City Council passed Ordinance No. 628-79 on August 15, <br /> 1979, increasing water rates to support a bond issue funding needed water <br /> system improvements. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1: A special construction fund is hereby established as <br /> Fund No. 361 entitled "Transmission Line #2 Upgrading <br /> and Water System Survey Design and Construction" to <br /> accomplish the actions authorized in subsequent sections <br /> of this Ordinance. <br /> Section 2: Authorization is hereby granted to the Director of Public <br /> Works under the administration of the Mayor to undertake <br /> the following water system improvements: <br /> A. Design and construction of replacement sections of <br /> pipeline for deteriorated portions of the #2 <br /> Transmission Line. <br /> B. Conduct a water system leakage survey. <br /> C. Conduct a water system facilities corrosion survey <br /> and design and construct cathodic protection facilities. <br />
