II <br /> Ted Budden <br /> From: Ted Budden <br /> Sent: Friday,August 15, 201410:48 AM <br /> To: Donald Cunningham <br /> Cc: Kevin Fagerstrom;Tony Lee <br /> Subject: 8129 Beverly Blvd <br /> Don, <br /> Here is the summary that I have prepared for the inspections that were conducted on 8/13/2014 and 8/14/2014 at 8129 <br /> Beverly Boulevard Everett WA. <br /> 1. Main electrical service conductors are laying on the surface of the roof this condition subjects the electrical <br /> conductors to abrasion and damage,these are the conductors that deliver electrical energy to the building directly from <br /> the utility pole. In addition the electrical meter base and mast are not adequately supported.The main service panel is <br /> undersized and lacks a main disconnect breaker. Branch electrical circuitry throughout the house has been added that is <br /> not safe nor code compliant. These conditions are violations of IPMC section 605.1 and the National Electric Code. The <br /> electrical system and equipment serving this building is Unsafe as defined by IPMC section 108.1.2 Electrical inspector <br /> Tim Alaniz has confirmed these findings. <br /> 2.The basement area of the house has been altered at some time in the past to create three bedrooms and a bathroom. <br /> This work was done without record of permits and approvals.One of the basement bedrooms lacks a code compliant <br /> rescue and escape opening.The alterations are defined as Unlawful acts per IPMC section 106.1.The bedroom that lacks <br /> an escape opening is a violation of IPMC section 702.4. <br /> 3.A stairway has been added between the main floor and the basement area of the house.This stairway lacks required <br /> headroom clearances and guards for fall protection. In addition the house now has structural defects and damages <br /> caused by the addition and alteration of the stairway.These conditions are violations of IPMC sections 305.1.1 (4&5) <br /> Unsafe Conditions, IPMC section 307.1 Handrails and Guardrails. <br /> 4. Rooms and bedrooms on the main floor level of the house lack required ceiling heights and area as required for <br /> habitable space as outlined in the IPMC section 404.3 and section 404.4. <br /> 5.A mechanical room in the basement area,this room houses fuel burning appliances that lack required combustion air <br /> per section 603.5 of the IPMC. <br /> 6.The bathrooms, kitchen and observed appliances(clothes dryers) lack required ducting and ventilation to the exterior. <br /> It was also observed that a solid fuel burning stove (woodstove) is installed in an unsafe and noncompliant manner <br /> (lacks required clearances to combustibles and hearth)these conditions are violations of IPMC sections 603.1 and 603.3 <br /> 7.Alterations to the structure (without permits and approvals) have occurred throughout the structure including <br /> additions to the rear of the house(enclosed porch,stairs, etc.)the alterations are Unlawful Acts per section 106.1 and <br /> are also violations of IPMC section 108.1.4 Unlawful Structure. <br /> 8.Smoke alarms were not installed in areas of the home where detectors are required.This is a violation of IPMC section <br /> 704.2 <br /> Additional code violations and safety hazards likely exist in this building. This summary is only intended to outline the <br /> observed de�ciencies during the inspections.The presence of these life safety hazards is significant,especially the <br /> electrical safety hazards. <br /> This building is in violation of numerous sections of the IPMC,and by definition is an Unsafe Structure. It is my <br /> recommendation that the electrical system be made safe within a reasonable amount of time(not to exceed 30 days) <br /> this could allow the occupants to remain living in the house while making the other required corrections to the building <br /> required to bring the structure into compliance with minimum code standards.Should the owner be unable to perform <br /> the required corrections as stated,the building should be condemned for occupancy until approved otherwise by this <br /> office. <br /> Permits and approvals for all the remedial work are required.
