ORDINANCE NO. 5, w-- AN ORDINANCE creating a special construction fund entitled "Design and Construction of Southwest Everett Sewer ULID #1 Sewer Facilities" , Fund #359 , and authorizing the design and con- struction of the Mukilteo Beach Interceptor, Pump Station #1 , the Southwest Interceptor, the South End Interceptor (Northern Segment) , and the Sewage Treatment Plant Headworks, and repealing Ordinance No. 935-83 WHEREAS, the City Council has recognized the need to improve the City of Everett Sanitary Sewer System to assure the safety, health and welfare of the citizens of the City; and WHEREAS, the City Council recognizes that continued develop- ment within the City requires that sufficient transmission and treatment capacity be made available by the sewer system; and WHEREAS , the City Council recognizes that certain portions of the sewer transmission and treatment system are near their reliable capacity; and WHEREAS, the City Council recognizes that sewer transmission and treatment capacity improvements are to be paid for jointly by existing rate payers, outlying Sewer Districts served by the City and the new developments within the City creating the need for the improvements; and WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities Plan" as prepared by the Engineering Consultant, CH2M-Hill, Inc, has documented in detail needed lift station, interceptor and treatment plant improvements to accommodate increased flows from within the City of Everett and from outlying Sewer Districts; and WHEREAS, the Mayor of the City of Everett, on August 1 , 1979 , did propose to Council the improvement of specific portions of the sanitary sewer transmission and treatment system and construction of new facilities to accommodate increased flows; and WHEREAS, the Everett City Council, on August 15 , 1979, passed Ordinance #627-79 which increased the sewer rates within the City to contribute funds toward improvement of the City sewer system within available funding; and
