ORDINANCE NO. 5, w-- <br /> AN ORDINANCE creating a special construction <br /> fund entitled "Design and Construction of <br /> Southwest Everett Sewer ULID #1 Sewer Facilities" , <br /> Fund #359 , and authorizing the design and con- <br /> struction of the Mukilteo Beach Interceptor, Pump <br /> Station #1 , the Southwest Interceptor, the South <br /> End Interceptor (Northern Segment) , and the <br /> Sewage Treatment Plant Headworks, and repealing <br /> Ordinance No. 935-83 <br /> WHEREAS, the City Council has recognized the need to improve <br /> the City of Everett Sanitary Sewer System to assure the safety, <br /> health and welfare of the citizens of the City; and <br /> WHEREAS, the City Council recognizes that continued develop- <br /> ment within the City requires that sufficient transmission and <br /> treatment capacity be made available by the sewer system; and <br /> WHEREAS , the City Council recognizes that certain portions <br /> of the sewer transmission and treatment system are near their <br /> reliable capacity; and <br /> WHEREAS, the City Council recognizes that sewer transmission <br /> and treatment capacity improvements are to be paid for jointly <br /> by existing rate payers, outlying Sewer Districts served by the <br /> City and the new developments within the City creating the need <br /> for the improvements; and <br /> WHEREAS, the "Lower Snohomish Basin 201 Wastewater Facilities <br /> Plan" as prepared by the Engineering Consultant, CH2M-Hill, Inc, <br /> has documented in detail needed lift station, interceptor and <br /> treatment plant improvements to accommodate increased flows from <br /> within the City of Everett and from outlying Sewer Districts; and <br /> WHEREAS, the Mayor of the City of Everett, on August 1 , 1979 , <br /> did propose to Council the improvement of specific portions of the <br /> sanitary sewer transmission and treatment system and construction <br /> of new facilities to accommodate increased flows; and <br /> WHEREAS, the Everett City Council, on August 15 , 1979, passed <br /> Ordinance #627-79 which increased the sewer rates within the City <br /> to contribute funds toward improvement of the City sewer system <br /> within available funding; and <br />
