- • 4. Allocate $25 ,000.00 for the following drainage improvements : . • a. Ditch improvement on the west side of South 4th Avenue from 49th Street to 47th Street. b. Construct a ditch on the west side of South 4th Avenue from Bigelow to Main Street and connect to the existing storm sewer on South 3rd Avenue. c. Ditch improvement on the west side of South 4th Avenue from the west end of Lenora to Ravenna Creek. d. Replace the existing culvert under South 2nd Avenue between 49th Street SE and Bigelow and upgrade the capacity. e. Replace the existing culvert under South 2nd Avenue at Lenora and upgrade capacity. B. Northeast Everett Neighborhood Improvements 1 . State Street - 18th Street to 19th Street - Construct curbs , gutters , and sidewalk on East and West side and provide storm drainage and overlay existing roadbed. (Estimated project cost : $60,000. ) C. Port Gardner Neighborhood Improvements 1 . Pedestrian walkway on Charles Avenue east of Friday Ave. Estimated cost : $5 ,000. 2. Install curb and gutter on 43rd Street from the alley west of Rucker to Grand Avenue. Estimated cost : $3,750. 3. Sidewalks replaced on the south side of street , 900 block of Wall Street. Estimated cost : $3,750. 4. Construct new curb and gutter on both sides and sidewalk on one side of the 3600 block of Friday Avenue , from Earl to Clinton. Estimated cost : $50,000. D. Riverside Neighborhood (Garfield Park) Improvements 1 . Improvements to Garfield Park ($16,699.99) . Section 3: Should costs be less for the above projects than originally estimated , projects receiving the next highest neighborhood priority shall be included for funding. If project costs exceed the estimates given, the lowest priority project or projects will be dropped for funding. Section 4: If any of the above projects is started but not completed, comple- tion of the project(s ) will be automatically funded with any 1984 Block Grant funds received by the neighborhood where an uncompleted project is located. Section 5 : All of the above projects shall conform to the requirements of the City Ordinance 555-78, as amended by City Ordinances 655-80 and 793-81 . Deter- mination of the appropriate standards to impose shall be made by the City Engineer. Section 6: The total estimated cost of the improvements herein authorized is $166,999.99 which will include all costs related to design , construction, contract administration, plan development and associated costs . Section 7 : The City Engineer of the City of Everett under the administration of the Mayor is hereby given the responsibility of providing for the improve- ments as defined herein.
