All improve- <br /> ment plans shall be approved by the City Engineer prior to starting <br /> 13 construction, and all construction work shall be inspected by the City <br /> Engineer, or his representative. <br /> 14 <br /> The developer shall pay plan review and inspection fees as elsewhere <br /> 15 provided under the ordinances of the City of Everett." <br /> 16 <br /> Section 6: Whenever any work for which a permit is required has been <br /> 17 commenced without first obtaining a permit, an investigation shall be made before a <br /> 18 permit may be issued for such work. In such event, an investigation fee, in addition to <br /> 19 theermit fee, shall be collected whether or not a <br /> ppermit is then or subsequently <br /> 20 issued. The investigation fee shall be equal to the amount of the permit fee required by <br /> 21 this code. The minimum investigation fee shall be the same as the minimum fee set <br /> 22 forth in Section 1, hereof.
