Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> • Evaluate the use of overtime. Depending upon the types and frequency of work <br /> as well as emergencies, the use of overtime is sometimes necessary. However, <br /> when this becomes a routine part of operations, other approaches to the use of <br /> overtime should be examined. The project tern will assess the approaches to using <br /> overtime in the Department and will recommend any required changes in this <br /> approach. <br /> • Evaluate the Department's fleet of vehicles and equipment. The project team <br /> will assess the age of the fleet, which is an indicator of the degree to which the City <br /> has allocated sufficient funding for its replacement over an extended period of time. <br /> The failure to replace the fleet on a regular schedule, over time, can impact its <br /> downtime and, as a result, the productivity of field crews. Our team will also <br /> evaluate how the Department obtains equipment, the adequacy of the equipment <br /> for the work performed and the frequency of downtime. <br /> • Evaluate outsourcing and insourcing opportunities. The services provided by <br /> the Department would be evaluated for outsourcing and insourcing, recognizing <br /> that this choice has multi-faceted dimensions including cost, responsiveness, level <br /> of service guarantees, contract oversight, availability of competitors, etc. <br /> • Evaluate the adequacy of asset management by the Department. Approaches <br /> to renewing and replacing infrastructure will be examined by our project team. The <br /> Department is responsible for the maintenance of a significant and expensive <br /> street infrastructure system. As part of this evaluate the development and <br /> management of the City's Capital Improvement Program. <br /> • Evaluate the use of technology in the Department. The degree to which <br /> automated systems are implemented and used in the Department will be <br /> evaluated, including the use of GIS, tablet devices and maintenance management <br /> systems. Cost-saving technologies will be identified and recommended where <br /> appropriate. <br /> • Evaluate the adequacy of administrative systems and procedures. The <br /> project team will evaluate the Department's systems for capturing and reporting <br /> labor, materials, equipment and contractual costs in a real-time and accurate <br /> manner. Further, we will evaluate the steps in the processes to gather these data <br /> in terms of the degree of automation, any duplication of efforts, unnecessary sign- <br /> offs and approvals, etc. As part of this assessment, we will assess the overall <br /> organizational culture to ensure systems support accountability and efficient <br /> service delivery. <br /> • Evaluate customer service, including internal and external customers.
