(6� The need for the requested variance is nafi the result of a self- <br /> created hardship. <br /> CONCLUSIONS BASED ON FINDlNGS <br /> 1. Nabel and Katherynn Sawiris are the owners of the property at 2107 Grand <br /> Avenue, Everett, Washington. The property is developed with an 800 square <br /> foat residence that includes one bedroom and one bath. There is a iwo-car <br /> garage accessed off the alley. The residential structure is one of the oldest in the <br /> City of Everett. The lot on which it is developed was platted in 1900, and the <br /> residence was built in 1910. The Applicant requested a variance from EMC <br /> 19.7.010.D to allow the gross floor area of the dweqing to exceed 50% or greater <br /> of the entire iot area. (frnding 9) <br /> 2. The variance is necessary because of the exceptional circumstances regarding <br /> the size, shape, topography and location of a pre-existing improvement on the <br /> subject property. There were no zoning standards at the time of construction of <br /> the residence on the subject property. (finding 5) <br /> 3. The variance will only grant the subject prope�ty the same general rights enjayed <br /> by other properties in the general area and zone. (�ndings 8, 73 and 16) <br /> 4. The grant of the variance is consistent with the goals and polices of the Everett <br /> General Plan. (finding 17) <br /> 5. The grant of the variance is not the result af a self-created hardship. (findrng 18) <br /> DECISION <br /> Based upon the preceding Findings of �'act and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered a variance to allow the <br /> gross floor area of a dwelling to exceed 50% of the lot area on property located at 2107 <br /> Grand Avenue, Everett, Washington, is granted subject to conditions listed below: <br /> 1. Any modifications to the design must be approved by the City of Everett Planning <br /> Department. <br /> 2. Construction permits, inspections and final approvals are required from the City <br /> of Everett Permit Services. A change to the pians ta include a one-hour fire- <br /> resistant rated construction wall (protected from both sides) for the south side of <br /> the �orch/balcony and the south side of the rear patio is ok. No further <br /> modifications to the design may be made unfess approved by City staff. <br /> 3. No traffic mitigation fees shall be due for this project. <br /> 4. All vehicle access to the site shall be taken from the alley (acceptable as shown). <br /> 6 <br />
