Deb Williams
From: Allan Giffen
Sent: Tuesday, May 08, 2018 11:22 AM
To: Ethel McNeal; DL-Council
Cc: Cassie Franklin; Lyle Ryan; Paul Kaftanski;Jim Iles
Subject: RE: Marijuana Revenue
Hello Ethel- Thank you for your questions.
The decision to increase the number of stores is entirely discretionary by the city council. In my research, there is only
one other city I could find that allows fewer stores than the Washington State Liquor and Cannabis Board. That is
Renton, and they allow 5 stores while the WSLCB would allow 6. Neither the State law, nor the City's ordinance require
any separation between a retail store and a church. The City can establish separation requirements for land uses
besides those identified by State law.
As for competition problems, I am not clear if you mean police impacts, or something else. The Police Department
report on the calls for service in areas around the existing retail marijuana stores, in comparison to other retail stores
that are similarly situated, concluded that they cannot attribute an increase in calls for service to the retail marijuana
stores.
Please feel free to let me know if you have other questions.
A CELEBRATING Allan Gillen
1 Director I Community Planning and Economic Development
y r 3 425.257.8725 12930 Wetmore Ave., Everett, WA 98201
A story worth telling everettwa.gov/planning I Facebook I Twitter
From: Ethel McNeal
Sent:Tuesday, May 8, 2018 10:43 AM
To:Allan Giffen <AGiffen@everettwa.gov>
Subject: RE: Marijuana Revenue
Allan,
I haven't seen long line at these stores, so I was just wondering, if it's a good idea to increase the number of
stores? In the City of Everett, will this new plan allow for these stores to be located near churches?
I also wonder with stores being closer to each other, if this will cause a competition that could lead to a
problem for the City of Everett?
I know you have done a good job, checking things out, and I might have missed the answers to my questions.
Thanks
Ethel
From:Allan Giffen
Sent: Monday, May 7, 2018 1:46 PM
1
