A � <br /> � g pparently remod�ling was being � <br /> 5 �, done to create a 4th living unit on the 3rd floor of 2314 Hoyt Avenue, <br /> �j , <br /> 6 ;I Everett, including electrical, p�umbing, and carpentry woric. The City's <br /> � i <br /> 7 i� Bui 1 Gi ng Department haQ not i ssued any permi ts for work to be done at thi s � <br /> �I <br /> g !j location. On July 12, 1988, a Stop Work notice was posteG nn the front and <br /> I� <br /> g �I back porch of 2314 Hoyt following an inspection of the pruperty ir which it I <br /> 'I <br /> �p '� was determined that plumbing, electrical and carpentry work were being done <br /> �, <br /> 11I� w�thout the required City permits. Un July 14, 1968, an application was <br /> 12 submitted to the City for a permit by Jay Young. Follawing a plans i <br /> 13 inspection, the plans were returned to the permit applicant because they <br /> 14 were determined to be inadequate. On August 1, 1988, a representative from <br /> 15 the City's 8uilding Department met Jay Young at 2314 Hoyt Avenue to discuss � <br /> �6 necessary revisions to plans. On August 17, 1988, the City's Building i <br /> �� L�epartment visited 2314 Hr�yt Avenue due to another complaint Geing received ! <br /> i <br /> 18 �i about work beino done but was unable to gain access. The �omplaint was <br /> �s I� � <br /> receiveG from Mr. Peterson who resides across the alley from� the subject � <br /> i <br /> 201I aFartment. The complaint was made by telephone. The complainant observed ' <br /> 21 �� I <br /> � work being done to the subject apartment from across the alley. Complainant i <br /> 22 � said he is a contractor and does obtain permits. He feels that it is only i <br /> �� I <br /> 23 fair that everyone obtain permits.
