Ted Budden <br /> From: Ted Budden <br /> Sent: Monday, September 21, 2015 3:08 PM <br /> To: Kevin Fagerstrom <br /> Cc: Tony Lee <br /> Subject: 9224 Holly Drive <br /> Kevi n, <br /> Building Official Tony Lee and I conducted an inspection of the building located at 9224 Holly Drive on 9/18/2015. <br /> This inspection was authorized and escorted by the owner's manager. <br /> Here is a summary of our observations and findings. <br /> Records indicate that this building has not been approved for dwelling use and occupancy from the original commercial <br /> occupancies. Alterations have been made to the building including not limited to: The Electrical system, Plumbing <br /> system, Mechanical system and wall construction to create sleeping rooms and other spaces. (9 sleeping rooms on the <br /> main floor area, additional rooms have been created in the basement area.)This alteration work has been conducted <br /> sometime in the past without required permits and approvals.This is a violation of Section 106.1 of the IPMC. <br /> None of the sleeping rooms have code compliant rescue and escape windows or openings windows were observed to <br /> have sill heights too high and openings too small.This is a violation of section 702.4 of the IPMC. <br /> Smoke alarms were missing or not operable in numerous locations.This is a violation of section 704.2 of the IPMC. <br /> The forced air heating system is not functioning properly. In addition portions of the system are not installed correctly. <br /> Portable electric heaters were observed provided in an attempt to supplement the defective heating system.This is a <br /> violation nf section 5p3.1 af the IPR�C. <br /> Numerous fuel cans and other lawn chemicals and equipment were observed to be stored in the basement area of the <br /> building. An entry door to one of the sleeping rooms was observed to swing over a step. Adequate combustion air <br /> supply was not provided to a gas furnace and hot water tank located in the basement. Deteriorated deck, railings and <br /> stairs were observed at the rear portion of the building. The front porch of the building lacks grip able and code <br /> compliant guard railings. <br /> The electrical system is likely overloaded due to the high number of televisions and other portable appliances including <br /> portable electrical space heaters observed to be installed in the tenant rooms. <br /> These hazards are defined as unsafe conditions as defined by the IPMC. <br /> The building is owned by a woman named Chalene Ergler @ (425) 339-2397. Ms. Ergler has a manager named Kelly @ <br /> (425) 345-9809 I had a phone conversation with the owner on 8/19/2015 to discuss concerns about the building. She <br /> indicated to me in the conversation that the prior historical use and occupancy of the building has included "Grange hall, <br /> Church and Daycare/preschool." "Current use of the building is Boarding house/dwelling with 9 occupants. Alteration <br /> and conversion of the building occurred during her ownership." <br /> I have recommended to the owner that applicable permits and approvals be obtained for the converted use and <br /> occupancy ASAP. <br /> The building is by definition an Unlawful Structure (IPMC section108.1.4) <br /> Abatement of the code violations should be made ASAP due to the occupied status of the building. <br /> Please initiate enforcement action as your busy schedule allows. <br /> Thankyou <br /> Ted eudden <br /> i <br />
