3. Advise of any changes in regulatory requirements that will affect City of Everett <br /> and provide recommendations in a timely manner. <br /> 4. Research and advise the City on changes in statutes,rules,and regulations <br /> regarding the City's responsibility under Federal and State laws,and develop <br /> procedures to ensure its workers' compensation program is in good legal standing. <br /> 5. Act as an account manager for the City for the purposes of complying with <br /> MMSEA Section 111 Medicare Secondary Payer Mandatory Reporting provisions <br /> for workers' compensation claims. As account manager,the service provider will <br /> be responsible for the creation and proper submission(upload and download)of <br /> files using acceptable format as a file transfer method for Section 111 files. The <br /> service provider will review file transmission history,review file processing <br /> statuses and file statistics,perform other functions of an account designee and <br /> reporting agent and assist City Workers' Compensation Staff for MMSEA Section <br /> 111 as needed to ensure compliance with reporting requirements. <br /> 6. File quarterly supplemental workers' compensation reports,complete the loss <br /> portion of each quarterly report(SIF-6)and complete and submit annual report(s) <br /> including: <br /> a. Self-Insured Business(SIF-7)to state of Washington Department of Labor <br /> and Industries. <br /> b. Claims summaries,loss reports and claim analysis as requested. <br /> 7. In addition to meeting all state of Washington Department of Labor and Industries <br /> rules and requirements,the service provider's claims adjuster will: <br /> a. Provide a dedicated State certified claims adjuster. Changes in adjusters <br /> must be discussed with the City of Everett in advance. <br /> b. Initiate and document 3-point contact within forty-eight(48)hours or <br /> within two business days of receipt of a claim. The claims adjuster will <br /> document all failed contact attempts. <br /> c. Enter claims in the system within three(3)working days from date of <br /> receipt. <br /> d. Advise City Workers' Compensation Staff when an employee is released <br /> to modified or light-duty work within one(1)working day after receiving <br /> the release. <br /> e. Coordinate release of employees to modified work with the City's <br /> Workers' Compensation Staff within.five(5)working days of knowledge <br /> of time loss. <br /> Page 15 <br /> Workers Compensation PSA 2017 <br /> 24 <br />
