Exhibit C <br /> WORK PLAN <br /> FFY16 Homeland Security Grant (HSGP) <br /> State Homeland Security Program (SHSP) <br /> City of Everett–Fire Department <br /> State Overview of Grant Program <br /> As the Pass-through Entity(PTE), the Washington State Military Department (WMD) Emergency Management <br /> Division's (EMD) Preparedness Grants Section (PGS), referenced as the Department, is responsible for ensuring <br /> federal funding is expended and programs implemented in full accordance with governing law and regulations. Eighty- <br /> percent of the state's award is allocated to local and tribal units of government in accordance with Federal guidelines. <br /> Washington State is divided into nine Homeland Security Regions. Funding is allocated to Regions according to a <br /> county base, population, and population density funding formula. The remaining twenty percent is allocated to state <br /> agencies using a sustainment funding model. Each Homeland Security Region and participating State Agency <br /> submitted projects that were included in the State's Investment Justification. The projects were further detailed in <br /> subprojects, which are the focus of the work plan. <br /> Region 1 Overview of Grant Program <br /> This work plan supports the 2016 Washington State HSGP (SHSP) Investment Justification, <br /> Investment Investment#3–Washington Regional Homeland Security Projects, Project#1—Region 1 <br /> Justification Homeland Security(WA16SHSP>INV-3>PROJ-1). <br /> Region 1 Homeland Security <br /> Local capabilities assessments combined with the State THIRA and SPR were used to inform the <br /> 2016 Region 1 projects and subsequently the subprojects included in this work plan. Subprojects <br /> were developed based on Core Capabilities. When the initial project was developed it was <br /> WAI6SHSP determined the following core capabilities would be addressed: 1) Planning; 2) Operational <br /> INV–3 Coordination; 3) Critical Transportation; 4) Operational Communications; 5) Community Resilience; <br /> PROJ– 1 6) Public Information &Warning; 7) Forensics &Attribution; 8) Mass Search & Rescue Operations; <br /> 9) On-scene Security, Protection, & Law Enforcement; and 10)Access Control & Identity <br /> Verification.
