ORDINANCE NO. �l g� <br /> AN ORDINANCE creating a special construction fund entitled <br /> "Sewage Treatment Plant Interim Improvements Construction Fund" , <br /> Fund No. 358, authorizina the design and construction of sewage <br /> treatment facilities to upgrade treatment at the City' s sewage <br /> treatment plant. <br /> 4 <br /> WHEREAS, the City Council has recognized the need to improve the <br /> I sewer system of the City of Everett by undertaking improvements to the City's <br /> 111 sewage treatment plant; and <br /> WHEREAS, there will be benefits to the health and welfare of all <br /> citizens of the City of Everett and adjacent Sewer Districts as a result of <br /> ,I upgrading the sewage treatment plant; and <br /> WHEREAS, the City Council on August 15, 1979 passed Ordinance No. <br /> 627-79 which increased the sewer rates within the City to contribute funds <br /> toward improvement of the City's sewer system; and <br /> WHEREAS, the City Council on February 27, 1980 passed Ordinance No. <br /> 669-80, on July 30, 1980 passed Ordinances No. 714-80 and No. 715-80, on August <br /> 13, 1980 passed Ordinance No. 722-80, and On September 9, 1981 passed Ordinance <br /> No. 803-81 all establishing sewer connection charges for new construction in <br /> • <br /> h the City to help fund needed sewer system improvements throughout the City; <br /> ij <br /> and <br /> WHEREAS, the State of Washington Department of Ecology has offered <br /> the City a grant for 50% of the cost of constructing the needed facilities: <br /> NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> • <br /> Section 1 : A construction fund is hereby established as Fund No. 358 <br /> entitled "Sewage Treatment Plant Interim Improvements Construction <br /> Fund" to accomplish the actions authorized in subsequent sections <br /> of this ordinance. <br /> Section 2: Authorization is hereby granted to the Director of <br /> Public Works to construct interim sewage treatment plant improve- <br /> . ments and to provide for planning, design, construction, and <br /> contract administration necessary to accomplish this task. <br /> The City is authorized to acquire all materials, equipment, <br /> personal and real property interest therein, easements, franchises, <br /> and rights-of-way necessary to carry out the above-described plans. <br /> • The above-described sewer facilities shall be connected one to <br /> the other and to the existing sanitary sewer system of the City <br /> wherever necessary within available funding in order to make <br /> a complete operating utility. Said plans of improvements are all <br /> as more specifically set forth in preliminary maps and plans there- <br /> fore now on file with the City, and such plans shall be subject to <br /> such additions or changes as to details, including pipe size or <br /> other changes not affecting the main general plan, as may be <br /> authorized from time to time by the Public Works Director, either <br /> prior to or during the actual course of construction. <br />
