fi <br /> ri <br /> 1 ORDINANCE NO. 90 6- 30Z, <br /> 2 <br /> AN ORDINANCE regulating competitive bidding and amending Section 2 <br /> 3 of Ordinance No. 317-74 (EMC 3.44.030). <br /> 4 <br /> 5 <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> 6 <br /> Section 1: Section 2 of Ordinance No. 317-74 (EMC 3.44.030) which reads as <br /> 7 <br /> follows: <br /> 8 <br /> 9 "Competitive bidding shall not be required in the following instances: <br /> 10 (a) Purchases or contracts for public work with an expenditure of less <br /> than $2,000.00. <br /> 11 <br /> (b) Purchase made or contracts for public works entered into pursuant <br /> 12 to a resolution by the City Council declaring an emergency to <br /> exist. <br /> 13 <br /> (c) Contracts for personal or professional services involving peculiar <br /> 14 skill or ability where the performance of the contract depends on <br /> the skill and ability of the persons or company rendering the <br /> 15 service. <br /> 16 (d) Purchases or contracts where there is only one available source <br /> capable of supplying the subject matter of the contract. <br /> 17 <br /> (e) Work performed by City personnel." <br /> 18 <br /> 19 is hereby amended to read hereafter as follows: <br /> 20 <br /> "The Mayor and Purchasing Manager for the City shall establish procedures <br /> 21 for cost-effective acquisition of materials, equipment, supplies, <br /> miscellaneous services and public works, considering availability, service, <br /> 22 convenience and cost. Formal competitive bidding shall not be required in <br /> the following instances: <br /> 23 <br /> (a) Purchases of materials, equipment or supplies of less than $10,000. <br /> 24 <br /> (b) Public works of less than $10,000. <br /> 25 <br /> (c) Purchase made or contracts for public works entered into pursuant <br /> 26 to a resolution by the City Council declaring an emergency to <br /> exist. <br /> 27 (d) Contracts for personal or professional services involving peculiar <br /> 28 skill or ability where the performance of the contract depends on <br /> the skill and ability of the persons or company rendering the <br /> 29 service; provided that the Mayor shall advertise for proposals from <br /> engineers, architects and other persons whose services are licensed <br /> 30 under Title 19 of the RCW. <br /> 31 <br /> 32 <br />
