• <br /> B. The sources of funds for the appropriations to all four programs (Nos. 793 <br /> through 796) shall be: <br /> Fund 344 - Community Development Block $100,000 <br /> C. This appropriation shall not lapse but shall be carried forward from year to <br /> year until fully expended or the purpose has been accomplished or <br /> abandoned without the necessity of reappropriation as per R. W. <br /> 35.33.151. <br /> THAT Sections 2 and 9 of Ordinance No. 720-80 as amended by Ordinance No. <br /> 786-81 are hereby amended as follows: <br /> Section 2: Authorization is hereby given to provide for the development of <br /> contract plans, specifications and detailed cost estimates and construction <br /> required to provide the following: <br /> A. Port Gardner Neighborhood Improvements <br /> 1. Help from the Council for a Greater Everett with neighborhood <br /> organizing. ($875) (underway) <br /> 2. Self Help Home Insulation Program for low and moderate income Port <br /> Gardner residents. ($5,000) (underway) <br /> The following projects are being added as per Resolution No. 2065: <br /> 3. Install eight wheelchair ramps at Pacific and Norton Avenue <br /> intersection. ($1,600) <br /> 4. Install eight wheelchair ramps at Wetmore and 32nd Street <br /> intersection. ($1,600) <br /> 5. Allocate $3,000 to Council for a Greater Everett for community <br /> organizing and work on neighborhood issues. <br /> 6. Allocate $5,000 for attic insulation and weatherstripping in low <br /> income homeowners' residences. <br /> 7. Complete inventory of historic properties in Port Gardner. ($5,000) <br /> 8. Plant trees in publicly-owned areas throughout the neighborhood. <br /> ($2,500) <br /> 9. Construct new curb, gutter, and sidewalk on both sides of 4000 block <br /> of Friday, widen roadway to 28 feet to allow parking on one side of <br /> block. ($54,000) <br /> 10. Construct health path, possibly from Doyles Park to Jackson <br /> Playfield. ($12,0003 <br /> 11. Neighborhood traffic study, only if study is not done by City of <br /> Everett Transportation Department. ($5,000) <br /> Section 9: <br /> A.
