• administrative expense, but excludes depreciation, payments for debt service or into reserve accounts, costs of capital additions to or replacements of the System, municipal taxes, or payments to the City in lieu of taxes. (h) The word "Council" means the Council of the City as the same shall be duly and regularly constituted from time to time. (i ) The words "Debt Service Account" mean the account of that name created in the Revenue Bond Fund by Section 7 of Ordi- nance No. 536-78. (j ) The words "Net Revenue" mean the Revenue of the System less the Costs of Maintenance and Operation. (k) The words "1978 Bonds" mean the City of Everett Water and Sewer Revenue and Refunding Bonds issued under date of Aug- ust 1, 1978, pursuant to Ordinance 536-78. ( 1) The words "1980 Bonds" mean the City of Everett Water and Sewer Revenue Bonds issued under the date of August 1, 1980, pursuant to Ordinance 713-80. (m) The words "1982 Bonds" mean the City of Everett Water and Sewer Revenue Bonds issued under the date of January 1, 1982, pursuant to Ordinance 43d_8/, in the principal amount of $8, 570, 000. (n) The words "Parity Bonds" mean the 1978 Bonds, the 1980 Bonds, the 1982 Bonds, and any water and sewer revenue bonds which the City may hereafter issue having a lien upon the Revenue of the System for the payment of the principal thereof and interest thereon equal to the lien upon the Revenue of the System of the Parity Bonds, including but not limited to the Refunding Bonds. (o) The word "Project" means those additions and improve- ments to the System authorized by Section 2 of Ordinance No. ,..30--x/ (p) "Refunding Bonds" means the water and sewer revenue refunding bonds of the City herein authorized to be issued in order to provide part of the permanent financing for the Project. -3- BD339 81/12/22
