administrative expense, but excludes depreciation, payments for debt service or into reserve accounts, costs of capital additions to or replacements of the System, municipal taxes, or payments to the City in lieu of taxes. (g) The word "Council" means the Council of the City as the same shall be duly and regularly constituted from time to time. (h) The words "Debt Service Account" mean the account of that name created in the Revenue Bond Fund by Section 7 of Ordi- nance 536-78. (i ) The words "Net Revenue" mean the Revenue of the System less the Costs of Maintenance and Operation. (j ) The words "1978 Bonds" mean the City of Everett Water and Sewer Revenue and Refunding Bonds issued under date of Aug- ust 1, 1978, pursuant to Ordinance 536-78. (k) The words "1980 Bonds" mean the City of Everett Water and Sewer Revenue Bonds issued under the date of August 1, 1980, pursuant to Ordinance 713-80. ( 1) The words "Parity Bonds" mean the Bonds the 1978 Bonds, the 1980 Bonds, and any water and sewer revenue bonds which the City may hereafter issue having a lien upon the Revenue of the System for the payment of the principal thereof and interest thereon equal to the lien upon the Revenue of the System of the Bonds. (m) The word "Project" means those additions and improve- ments to the System authorized by Section 2 of this ordinance. (n) The words "Refunded Bonds" mean the outstanding indebt- edness of the City under the Snohomish PUD Agreement as described on page 1 of Ordinance 536-78, and water and sewer revenue bonds of the City issued under dates of April 1, 1963, December 1, 1965, -3- BD338 81/12/22
