approximately 1,000 feet south of the Project area. During an environmental drilling Project <br /> at the South Terminal in January 2010, a potential historical/cultural resource (i.e., potential <br /> fire-cracked rock) was identified in one of the sample cores. A professional archaeologist <br /> determined that the rocks were naturally occurring and were not historical/cultural resources. <br /> The Project will take place entirely within the demonstrated extent of previous engineered <br /> railroad fill. Therefore, there is little to no potential for archaeological resources to be <br /> present in the area of ground disturbance. <br /> c. Describe the methods used to assess the potential impacts to cultural and historic <br /> resources on or near the project site. Examples include consultation with tribes and the <br /> department of archeology and historic preservation, archaeological surveys, historic <br /> maps, GIS data, etc. <br /> Methods used to assess the potential impacts to cultural and historic resources on or near the <br /> Project area include reviewing the following: <br /> • Previous consultation with affected tribes and the Washington Department of <br /> Archaeology and Historic Preservation(DAHP) <br /> • The DAHP Washington Information System for Architectural and Archaeological <br /> Records Data(February 2015) <br /> • Previous cultural resources studies <br /> • Geotechnical information regarding depth of engineered fill <br /> This review revealed that grading activities proposed as part of the Project will be limited to <br /> excavation of existing asphalt and imported fill material. Native soils will not be disturbed <br /> for construction of the rail upgrades. <br /> d. Proposed measures to avoid, minimize, or compensate for loss, changes to, and <br /> disturbance to resources. Please include plans for the above and any permits that may <br /> be required. <br /> Because no impacts to historic or archaeological resources are proposed, no measures to <br /> reduce or control impacts are proposed. <br /> 14. TRANSPORTATION <br /> a. Identify public streets and highways serving the site or affected geographic area and <br /> describe proposed access to the existing street system. Show on site plans,if any. <br /> The Port's South Terminal can be accessed via the Terminal Avenue overcrossing from West <br /> Marine View Drive. Security clearance is required for access. <br /> b. Is the site or affected geographic area currently served by public transit? If so, <br /> generally describe. If not,what is the approximate distance to the nearest transit stop? <br /> The Project area is not directly served by public transit. The closest bus service to the South <br /> Terminal area is provided by Everett Transit Route#5. The nearest stop is located at Pacific <br /> and W. Marine View Drive, approximately 0.5 miles to the northeast. <br /> c. How many additional parking spaces would the completed project or non-project <br /> proposal have?
