1 <br /> ro(e7A <br /> IT <br /> PLANNING DIRECTOR DECISION <br /> SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT <br /> SMA16-004 <br /> Applicant: Port of Everett <br /> Laura Gurley <br /> P.O.Box 538 <br /> Everett,WA 98206 <br /> Planning Coordinator: John Jimerson, (425)257-8737 <br /> Project Description: Maintenance and upgrading of existing bulkhead including installing up to <br /> seven new steel piles,replacing an existing,walkway along the bulkhead,and placing supplemental <br /> rock to help maintain the existing rock armor. <br /> SEPA: The Port of Everett acting as SEPA lead agency issued a Mitigated Determination of Non <br /> Significance on March 2,2016. <br /> Shoreline Master Program Regulations: <br /> The following regulations from the Everett Shoreline Master Program (SMP) have been found to <br /> be the most applicable to the proposal. The project shall comply with all applicable regulations in <br /> the SMP. <br /> Environmental Designation <br /> The project site is designated Urban Deep Water Port in the Shoreline Master Program. This <br /> designation is intended to provide large scale water-dependent industries,port facilities,and <br /> supporting services that require proximity to navigable waters that can accommodate deep draft <br /> ocean-going vessels. <br /> Section 3—General <br /> 1. All exterior lighting,including lighting of signs,shall be directed downward onto the site and <br /> away from other shoreline properties or nearby neighborhoods. <br /> 2. All shoreline development shall comply with the City's noise ordinance(EMC 20.08),both <br /> during and after construction. The City may require the applicant to prepare noise studies to <br /> determine if a proposal is in conformance with the ordinance. <br /> 3Warning devices on vehicles (back up beepers)are exempt from the City's noise ordinance,but <br /> are perceived as irritating by most people. When feasible,developments that abut residential <br /> zones must be designed to shield vehicle maneuvering and loading areas from residential areas <br /> by placement of buildings,berms,etc. <br /> 4. All shoreline developments shall be located, constructed and operated so as not to be a hazard <br /> to public health and safety. <br /> cy',0 <br />
