Port of <br /> EVERETT <br /> SEPA DETERMINATION OF NON-SIGNIFICANCE (DNS) <br /> PORT OF EVERETT <br /> Marine Terminal Rail Upgrades <br /> File No. 2015-02 <br /> DESCRIPTION OF PROPOSAL: The Port of Everett (Port) is proposing rail upgrades to <br /> maintain an existing rail corridor at the Port's marine terminal located adjacent to Port Gardner Bay <br /> in Everett, Washington. The Project will span the Port's South, Pacific, and Hewitt terminals as <br /> shown in the site plan in Attachment 2. The Project is necessary to improve the functionality and <br /> safety of the South Terminal Rail Spur (Track 104), by rehabilitating sections of track and <br /> extending the spur 100 lineal feet to the north. This allows Burlington Northern Santa Fe (BNSF) <br /> Railway easier ingress and egress to the Port of Everett's Marine Terminals. The improved siding <br /> track will be used primarily for storage of rail cars in order to not impede mainline rail movement. <br /> This allows for increasing the on-site storage from 46 cars to a total of 106 cars upon completion. <br /> This would provide the on-terminal rail storage capacity necessary to support enhanced rail <br /> operations and reduce congestion and delays on the mainline. The Project will increase the <br /> efficient, safe and reliable rail service into the marine terminals. The Project will be implemented <br /> in two phases and includes work in the upland portion of the marine terminal,including: <br /> Phase 1: Rehabilitating approximately 1,100 linear feet (LF) of the existing South Terminal track <br /> (track T-104) and extending the track approximately 100, LF to the northwest. The 100-LF track <br /> extension will be installed within the footprint of a track that was previously removed by the Port in <br /> 2013 for marine terminal maintenance work. Installing approximately 1,000 LF of new track and <br /> removing approximately 400 LF of existing track at the Hewitt Terminal track (track T-115). The <br /> existing gate at the Hewitt Terminal entrance will also be relocated approximately 30 feet to the <br /> south to accommodate the rail improvements. <br /> Phase 2: Installing approximately 3,300 LF of new siding tracks between the South Terminal and <br /> Pacific Terminal. <br /> The Site Plan attached shows the proposed activities. Work will be completed in two phases. Phase 1 <br /> is anticipated to start in the summer of 2015 and finish in the fall of 2015. Phase 2 construction <br /> would likely commence the following year and be completed by the end of 2016. <br /> PROPONENT AND LEAD AGENCY: Port of Everett <br /> LOCATION OF PROPOSAL: The property is located at 3500 Terminal Avenue, Everett, <br /> Washington, 98201, in Snohomish County. The Project is located in the NW Quarter of Section 30 <br /> and the SW Quarter of Section 19, Township 29 North, Range 5 East, Willamette Meridian. The <br /> Snohomish County Tax Parcel Numbers include 290530000201800, 290530000203400, and <br /> 29053000201700. <br /> DETERMINATION: The.Lead Agency for this proposal has determined.that it does not have a <br /> probable significant adverse impact on the environment. An environmental impact statement(EIS) is <br /> not required under RCW 43.21C.030(2)(c). This determination assumes compliance with federal and <br /> state law as well as City of Everett ordinances related to general environmental protection. This <br /> ' �/ <br />
