The three major scope elements included were: 1) A robust public involvement element that prioritizes outreach at the beginning of the process to establish a clear vision for the plan and review of the future service network; 2) A strategic look at financial scenarios to understand the long-term fmancial environment and to ensure the plan is sustainable; 3) An evaluation of service planning concepts in order to establish a preferred network concept and development of service standards that will support the implementation of the Long Range Plan. Public feedback from two outreach phases in 2017 were incorporated into a draft plan,which was available in March 2018 for public comment. The draft plan presented to Council on February 28th outlined the financial implications of growth, as well as a high-level assessment of the long-term sustainability of current service levels. Short-term recommendations were incorporated into the plan as potential measures for sustainability. The Final Draft Plan was presented to Council on May 30t. RECOMMENDATION(Exact action requested of Council): Adopt the Everett Transit Long Range Plan. 82
