<br /> AN ORDINANCE creating a special construction fund entitled
<br /> "Design and Construction of Filtered Water System Improvements",
<br /> Fund No. 351 and authorizing the design and construction of a Water
<br /> Filtration Plant, System Separation, Sludge Disposal, and Emergency
<br /> Treatment.
<br /> WHEREAS, in 1960 the City and P.U.D. No. 1 of Snohomish County entered
<br /> into an agreement for joint water and hydroelectric resources development;
<br /> and
<br /> WHEREAS, on October 28, 1966, the City receivedcorrespondence from
<br /> the Director of Health, Washington State Department of Health recommending
<br /> that the City undertake a thorough investigation to completely evaluate the
<br /> water system for all factors relating to protection of water quality; and
<br /> WHEREAS, on April 13, 1972, the City received correspondence from Wash-
<br /> ington State Department of Social and Health Service directing the City to proceed
<br /> with filtration facilities; and
<br /> WHEREAS, on February 18, 1976, the City passed Resolution #1113 declaring
<br /> the policy to proceed with the development plans for financing and constructing
<br /> water filtration facilities; and
<br /> WHEREAS, on May 1, 1976, the City accepted a loan from the Washington
<br /> State Department of Social and Health Services (D.S.H.S) for $760,000 Project
<br /> Number 277603011 ) under Referendum #27 to perform a filtration plant study
<br /> and preconstruction engineering for a filtration project, and $144,000 was expended
<br /> on Project Number 277603011 with expenditures for subject project, D.S.H.S.
<br /> reimbursement ($144,000), and $60,000 repayment by the City reflected in Fund
<br /> 410; and
<br /> WHEREAS, on June 23, 1976, the City passed Resolution #403-76 establishing
<br /> the Water Utility Coordination Committee, composed of representatives from
<br /> all agencies, for the purpose of advising the City on planning, financing, and
<br /> implementation of filtration facilities; and
<br /> WHEREAS, on February 3, 1977, the Consulting Engineers firm of Gray
<br /> and Osborne was authorized to proceed with Phase I engineering report, pilot
<br /> study, and Environmental Impact Statement; and
<br /> WHEREAS, on October 10, 1978, the Snohomish Health District passed
<br /> Resolution #78-21 recommending proceeding with filtration but assuring users
<br /> that Everett water was safe; and
<br /> WHEREAS, on May 2, 1979, the City accepted another loan for subject
<br /> project from D.S.H.S. for $600,000 Project Number 276190103) through which
<br /> a Specific Condition was added to Project Number 277603011 stipulating that
<br /> the outstanding balance on this loan ($700,000) would be deferred regarding City's
<br /> payment, in the terms of Project Number 276190103 agreement; and
<br /> WHEREAS, in June 1979, the City passed Resolution No. 1658 wherein
<br /> the City and P.U.D. No. 1 of Snohomish County made application for
<br /> an amended F.E.R.C. license for hydroelectric development of Sultan Basin;
<br /> and
<br /> WHEREAS, on August 24, 1979, the Consulting Engineers firm of Gray
<br /> and Osborne were authorized to proceed with final design of the filtration plant;
<br /> and
<br /> WHEREAS, on June 3, 1981, an agreement was executed between the City
<br /> of Everett and Alderwood Water District providing for joint participation in
<br /> the financing of a Water Facility; and
<br /> WHEREAS, the City Council on August 5, 1981, passed Ordinance No. 796-
<br /> 81 which increased the water rates to provide funds for construction and maintenance
<br /> of Water Filtration Facilities; and
