From the date of disqualification, the property shall be subject to and pay the highest and best use assessments as they 3 accrue as if no deferral had been utilized. 4 5. If disqualification as economically disadvantaged property owner occurs, monies received by collection of the highest and best use 5 assessment shall be deposited in a fund or funds of the City of Everett which during the period of the local improvement district 6 will reduce the outstanding obligations of the district. 7 D. The City Engineer is hereby authorized to develop procedures for the full 8 implementation of the deferral provided herein. 9 E. Parcels of property currently in use for bona fide church or 10 church-appurtenant purposes shall be treated in the same manner as economically 11 disadvantaged property hereinabove specified and upon execution of the appropriate 12 certification and covenant shall be entitled to deferral of the special benefit amount in 13 • excess of the single family residential assessment. 14 Section 9: The provisions of this ordinance are declared to be separate and 15 severable.
