From the date of disqualification, the property shall be <br /> subject to and pay the highest and best use assessments as they <br /> 3 accrue as if no deferral had been utilized. <br /> 4 5. If disqualification as economically disadvantaged property owner <br /> occurs, monies received by collection of the highest and best use <br /> 5 assessment shall be deposited in a fund or funds of the City of <br /> Everett which during the period of the local improvement district <br /> 6 will reduce the outstanding obligations of the district. <br /> 7 <br /> D. The City Engineer is hereby authorized to develop procedures for the full <br /> 8 <br /> implementation of the deferral provided herein. <br /> 9 <br /> E. Parcels of property currently in use for bona fide church or <br /> 10 <br /> church-appurtenant purposes shall be treated in the same manner as economically <br /> 11 <br /> disadvantaged property hereinabove specified and upon execution of the appropriate <br /> 12 <br /> certification and covenant shall be entitled to deferral of the special benefit amount in <br /> 13 <br /> • excess of the single family residential assessment. <br /> 14 <br /> Section 9: The provisions of this ordinance are declared to be separate and <br /> 15 <br /> severable.
