In <br /> accordance with the resolution, the City conducted a public process including conducting four community <br /> meetings and an on-line survey. <br /> Hugh Spitzer prepared a draft ordinance for Council placing a district representation measure(s) on the <br /> November ballot. He has also provided an explanatory memo. The ordinance is a placeholder to aid <br /> Council's consideration of the various options and choices to be addressed when deciding which districting <br /> model(s) to place on the ballot. As pointed out in the memo, there are a number of choices ranging from <br /> determining the number of Council districts(7/0, 6/1, 5/2,4/3, 3(2)/1,3/4,2/5 ...)to determining the district <br /> residency requirement. <br /> Hugh Spitzer will provide an overview of the draft ordinance at the June 20th briefing. <br /> RECOMMENDATION(Exact action requested of Council): Adopt the Proposed Ordinance submitting <br /> proposed amendments to the City Charter relating to the election of City Council members,to be voted on by <br /> the electors of the City; requesting that the Snohomish County Auditor conduct a special election in the City <br /> in conjunction with the state general election to be held on November 6,2018. <br /> 1 <br />
