Height of Buildings/Structures <br /> Additional SEPA analysis is required for any structure that the FAA determines may have a <br /> significant adverse effect on navigable airspace around Paine Field Airport <br /> • <br /> Additional SEPA analysis is required for any project located in the M-1 zone east of Hardeson <br /> Road with a proposed building height greater than 65 feet. The analysis must assess impacts to <br /> views from the residential areas to the south and east. <br /> Permitted and Accessory Uses <br /> Tables 1-1 and 1-2 list the permitted uses and accessory uses/activities covered in this EIS <br /> analysis. <br /> 1.3 Mitigation Measures <br /> None <br /> Section 2: TRANSPORTATION <br /> 2.1 Threshold <br /> Any development that exceeds 30 peak hour trips per net developable acre must complete <br /> additional traffic analysis. (This is 2 times the average PM peak hour trips per acre projected.) <br /> Net developable acres is the area of the site minus environmentally sensitive areas. <br /> 2.3 Mitigation Measures <br /> 1. All development must pay a fee of$1,006.00 per PM peak hour trip to fund system-wide <br /> transportation improvements. No traffic mitigation fee is required for this project. <br /> 2. A traffic mitigation fee of is required prior to the issuance of the first permit. <br /> 3. Unless otherwise approved by the City Traffic Engineer, each development must submit a <br /> design traffic study that analyzes access capacity, site-specific safety issues, and site- <br /> specific construction impacts. The Traffic Engineer will use this study to set the design <br /> criteria that will apply to development proposals. Improvements necessary for safe and <br /> adequate access to a site are the responsibility of the developer, including traffic signals and <br /> roadways installed to provide direct access to a site. Facilities such as bus stopsand <br /> shelters may also be required. Decisions by the Traffic Engineer may be appealed to the <br /> Hearing Examiner. (SEPA Transportation and Land and Shoreline Use Policies) <br /> 4. Transit routes/schedules and high occupancy vehicle information must be prominently <br /> displayed for employees at on-site commute information centers and near associated <br /> walkways. Preferential parking space locations for carpools and vanpools must be provided <br /> on all sites. Buildings must incorporate bicycle and pedestrian amenities such as lockers, <br /> shower rooms, and bicycle stands.
