ORDINANCE NO. 17,-;-i f AN ORDINANCE providing for the improvement of: The Alley East of Smith Avenue from 38th Street to 39th Street by the construction of an asphalt concrete alley, storm drainage system and necessary appurte- nances; said construction and storm system to include all incidental material and work necessary for a complete improvement, and creating a Local Improvement District Fund therefor: And providing for the payment of said improvement by special assessments on the property in said District under the mode of payment by bonds or installment notes. WHEREAS, the City Council has declared its intention to order the improvement as outlined hereafter and doing all work in connection therewith to make a complete improvement in accordance with the plans and specifications of the City Engineer of the City of Everett; and WHEREAS, the City Council held a hearing on May 13, 1981, after due public notice; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That the City Council of the City of Everett finds and declares that the improvement hereinafter described is in the public interest and hereby directs its construction. Section 2: That an improvement be made of: The Alley East of Smith Avenue from 38th Street to 39th Street by the construction of an asphalt concrete alley, storm drainage system and necessary appurte- nances; said construction and storm system to include all incidental material and work necessary for a complete improvement. The City may make such changes as determined appropriate in the above locations and sizes of improvements so long as the purpose and intent of the service is not altered. All of the aforesaid improvements shall be in accordance with plans to be prepared by the City Engineer, which plans and specifications are hereby adopted and approved. -1-
