• <br /> 2. South Broadway, 7th Avenue S.E. to approximately 1300 feet east <br /> on the south side, by the replacement of an existing 4-inch steel <br /> water main with a 6-inch ductile iron water main, fire hydrants <br /> and appurtenances and work necessary for a complete improvement; <br /> and <br /> 3. South Broadway, 7th Avenue S.E. to approximately 1,100 feet <br /> West on the north side, by the replacement of an existing <br /> 4-inch steel water main with a new bored or jacked connection <br /> to the existing water main on the South side of South Broadway <br /> by the installation of an 8-inch ductile iron water main and fire <br /> hydrants and appurtenances and work necessary for a complete <br /> improvement; and <br /> 4. 7th Avenue S.E. from approximately 300 feet south of South <br /> Broadway to approximately 300 feet north of South Broadway <br /> by the construction of a44-foot wide street improvement, curb <br /> and gutter, sidewalks, and appurtenances and all transitions and <br /> work necessary for a complete street improvement; and <br /> 5. South Broadway, from approximately 330 feet west of the N/S <br /> center section line of Section 18, T 28N, R. 5 E.W.M., east <br /> approximately 700 feet on the north side by the new installation <br /> of a 12-inch ductile iron water main, fire hydrants and appurtenances <br /> and work necessary for a complete improvement. <br /> The City may make such changes as determined appropriate in the above locations and <br /> sizes so long as the purpose and intent of the service is not altered. <br /> All of the aforesaid improvements shall be in accordance with plans to be prepared <br /> by the City Engineer, which plans and specifications are hereby adopted and approved. <br /> Section 3: That the cost and expenses of the improvement, including but <br /> not limited to, all necessary and incidental expenses or fees or property acquisition <br /> costs, shall be borne by and assessed against the property included in the assessment <br /> district herein created. The costs and the expenses of the improvement to be assessed <br /> against the property, including the assessment district herein created, shall be assessed <br /> in accordance with the special benefits derived from the improvement and without <br /> regard to the zone and termini method of spreading assessments. The City shall not <br /> be liable in any manner for any of the remaining expense and costs of the improvement <br /> except as provided in Chapter 144, Session Laws of 1923 or acts amendatory thereto, <br /> and the ordinances of the City of Everett, and the water system shall bear the cost <br /> equivalent to a 4-inch pipe as outlined in Ordinance 709-80 Section 1 amending Section <br /> 5 of Ordinance 4085 Paragraph H.2. <br /> Section 4: That there is hereby established a Local Improvement District <br /> to be known as "LOCAL IMPROVEMENT DISTRICT NO. 705" which district shall <br /> include the following described property located in Everett, Snohomish County, <br /> Washington: <br /> -2- <br />
