C. Whenever a negative-threshold determination is withdrawn pursuant <br /> to this section, the lead agency shall re-evaluate the proposal and make <br /> a revised threshold determination pursuant to WAC 197-10-300 through <br /> 197-10-360. <br /> D. Whenever a final declaration of nonsignificance has been withdrawn <br /> for one of the reasons in subsection (A), and the lead agency, after re- <br /> evaluation, determines that the proposal will have significant adverse <br /> environmental impacts, agencies with jurisdiction shall initiate procedures <br /> to suspend, modify or revoke, as appropriate, any nonexempt licenses <br /> issued for the proposal until compliance with the procedures of these <br /> guidelines is met. (Order DE 77-24, S 197-10-375, filed 12/22/77; Order <br /> 75-1, 197-10-375, filed 12/17/75.) <br /> Section 10: Initial Review <br /> The responsible Official shall make the following determinations as part of the <br /> initial review of every project or proposal, subject to the specified time limits <br /> which shall be applicable to private projects and to those governmental proposals <br /> submitted to the City by other agencies: <br /> A. Preliminary determinations: <br /> 1. A determination as to the scope of a total proposal pursuant to <br /> WAC 197-10-060. <br /> 2. A determination whether the particular project or proposal is an <br /> "action" as defined in WAC 197-10-040(2). <br /> 3. A determination whether the project or proposal is categorically <br /> exempt. <br /> 4. The determinations set forth in subsections 1,2, and 3 shall be made <br /> within three (3) days following submission of a request for preliminary <br /> determination by a private applicant to the Responsible Official. <br /> B. Threshold Determination: <br /> 1. A threshold determination which can be made based upon review <br /> of the environmental checklist (WAC 197-10-365) submitted by <br /> a private applicant shall be completed within fifteen (15) days <br /> of submission of the completed checklist to the Responsible Official. <br /> 2. A threshold determination requiring further information from the <br /> applicant or consultation with other agencies with jurisdiction <br /> as determined by the Responsible Official shall be completed within <br /> fifteen (15) days of receiving the requested information from the <br /> applicant or the consulted agency; request by the City for such <br /> further information should be made within fifteen (15) days of <br /> the submission of a completed checklist; when a request for further <br /> information is submitted to consulted agency, the City shall wait <br /> a maximum of thirty (30) days for the consulted agency to respond. <br />
