4. In assessing the environmental impacts of a proposal and in determining <br /> the need for conditioning or denying a proposal in accordance with other <br /> provisions of this Ordinance, the responsible official shall utilize SEPA, all <br /> policies, guidelines and regulations adopted pursuant to SEPA, federal, <br /> state, and regional environmental quality standards, and the legislative <br /> enactments of the City of Everett, both specific and general, now in <br /> effect or enacted in the future. <br /> 5. The City reserves the right to impose specific conditions upon any action <br /> or to deny action in conformance with the policies stated herein, so as to <br /> mitigate or prevent adverse environmental impacts. <br /> 6. It is not the intent or purpose of this Ordinance to prevent or delay the <br /> reasonable development of land in the City of Everett. <br /> Section 5: ADOPTION OF SEPA BY REFERENCE <br /> The City hereby adopts by reference the following sections or subsections of <br /> Chapter 197-10 of the Washington Administrative Code: <br /> WAC 197-1-040: Definitions <br /> -060: Scope of Proposal and Its Impacts <br /> -160: No Presumption of Significance for Non-Exempt Actions <br /> -170: Categorical Exemptions <br /> -180: Exemptions for Emergency Actions <br /> -200: Lead Agency - Responsibilities <br /> -203: Determination of Lead Agency - Procedures <br /> -205: Lead Agency Designation - Governmental Procedures <br /> -210: Lead Agency Designation - Proposals Involving Both <br /> Private and Public Construction <br /> -215: Lead Agency Designation - Private Projects for Which <br /> There is Only One Agency <br />
