Executive Summary <br /> Financial Analysis <br /> The SWCP contains a financial analysis of the City's Surface Water fund that calculates available <br /> resources for the operating fund and capital fund for a 10-year planning period using projected <br /> revenue from grants, issuance of debt, and utility rates. The financial analysis may be used as a <br /> tool to determine if future rates are sufficient to cover operating and capital costs. <br /> The Financial Analysis is given in Section 2.3. <br /> Capital Improvement Program <br /> The SWCP's primary focus and essential planning tool is the recommended Capital Improvement <br /> Program (CIP). Capital improvement projects are designed to address issues identified in the <br /> SWCP by improving the surface water controls, surface water conveyances, and stormwater <br /> treatment facilities in the SWSA. Recommended improvements include increasing conveyance <br /> capacity, providing and improving water quality treatment, and enhancing habitat areas and <br /> stream channels. The SWCP also includes other maintenance and improvement projects that <br /> could be considered by the City and other agencies. <br /> A total of 12 capital improvement projects are recommended for the SWSA. Projects are <br /> developed through the conceptual stage and each includes a planning-level cost opinion. The <br /> total anticipated project cost of the recommended CIP is $7.4 million for all 12 projects. <br /> The Capital Improvement Program is described in Chapter 3. <br /> Organization of the SWCP <br /> The City has elected to take a watershed-based approach to studying and planning programs and <br /> improvements for the SWSA. This approach allows the City to prioritize issues and solutions <br /> based on the natural and human patterns unique to each watershed. Additionally, this approach <br /> is favored by the Washington State Department of Ecology(Ecology) and other agencies that <br /> provide funding for capital improvements. The SWCP divides the SWSA into three major <br /> watersheds—Lake Washington, Port Gardner Bay, and Snohomish River. <br /> The SWCP consists of four volumes. Volume I is a summary and implementation plan. The <br /> remaining three volumes are watershed plans that describe the three major watersheds and <br /> describe the capital planning process within each watershed. <br /> Volume II —Lake Washington Watershed Plan <br /> Volume III —Port Gardner Bay Watershed Plan <br /> Volume IV—Snohomish River Watershed Plan <br /> Watershed Plans consist of basin plans for the watershed's component basins.
