Typically,discharges from Municipal Separate Storm Sewer <br /> Systems (MS4) are directed to a nearby receiving water body. There are three watersheds within the City <br /> defined by these three major receiving waters: Port Gardner Bay,Lake Washington, and Snohomish River. <br /> Basins within each watershed are defined by areas draining to streams that discharge to receiving waters. <br /> The City of Everett's original basin plans were completed 30 years ago. During those 30 years,the City has <br /> annexed new areas and regulations have changed significantly resulting in limitations on how the originally <br /> proposed capital improvements can be implemented. Communities with comprehensive plans have <br /> advantages for receiving non-local funding. <br /> To this end the City embarked on an effort using the services of a consultant and also maximizing the use of <br /> Public Works and Planning staff to replace the outdated basin plans with a Surface Water Comprehensive <br /> Plan. The Plan presents updated basin characterizations with identified issues and a prioritized list of <br /> projects. Capital improvement projects and maintenance projects are already included in the current surface <br /> water rate structure. <br /> RECOMMENDATION: Approve the Resolution all ting the 2017 City of Everett Surface Water <br />
