Consideration of the <br /> appropriateness of the M-2 zoning for this property is beyond the scope of this SEPA review. <br /> The Zoning Code contains performance standards that are intended to reduce environmental <br /> impacts of potentially incompatible uses. These standards include,but are not limited to: <br /> • Reduced building height within 100 feet of a residential zone(EMC Chapter 6,Table 6.1, <br /> Special Regulation#s 29 and 32); <br /> • Increased building setbacks for sites abutting residential zones(EMC Chapter 6, Table 6.1, <br /> Special Regulation#24) <br /> • Performance standards for light and glare,odor/air quality,vibration and concussion(EMC <br /> Chapter 19.39.140) <br /> • Noise restrictions applicable to industrially zoned property when located near residentially <br /> zoned property(EMC Chapter 20.08.040) <br /> 5. Issue: Traffic Impacts. <br /> Response: Traffic impacts associated with this proposal have been addressed as part of the SEPA <br /> review and will be controlled through issuance of a Public Works permit. The primary impact will <br /> be truck traffic. The City has established truck routes,as well as limitations on hours of <br /> construction activity. Traffic impacts resulting from future development will be evaluated through <br /> a separate SEPA environmental review. <br /> 6. Issue: Property Values. <br /> Response: Although the City's zoning regulations do not contain specific provisions addressing <br /> property values,the City concluded through the SEPA process that the proposal would not have a <br /> significant adverse impact on the surrounding properties. Therefore,property values would not be <br /> impacted. <br /> The lead agency for this proposal has determined that it does not have a probable significant adverse <br /> impact on the environment. An Environmental Impact Statement is not required under RCW <br /> 43.21C.0302(23)(c). This determination assumes compliance with State law and City ordinances <br /> related to general environmental protection including but not limited to right-of-way improvement <br /> requirements, drainage,etc. This decision was made after review of a completed environmental <br /> checklist and other information on file with the lead agency. This information is available to the public <br /> on request.
