July 11, 2018 <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> PUBLIC HEARING — COUNCIL BILL 1806-20: <br /> President Roberts opened the public hearing regarding the adoption of a <br /> proposed Ordinance submitting proposed amendments to the City Charter <br /> relating to the election of City Council members, to be voted on by the <br /> electors of the City; requesting that the Snohomish County Auditor <br /> conduct a special election in the City in conjunction with the state general <br /> election to be held on November 6, 2018. He also noted the proposed <br /> ordinance includes revisions, which were included in the second reading. <br /> City Attorney Iles confirmed the proposed ordinance incorporates <br /> language that was developed with input from Everett Districts Now, which <br /> is the baseline ordinance for Council's consideration this evening. <br /> Attorney Hugh Spitzer highlighted the differences between the revised <br /> ordinance and the proposed ordinance as originally introduced, including <br /> the following Charter revisions and possible adjustments to the ballot title: <br /> 1. Revise ballot title (Proposition #1) to change the first sentence <br /> to read, "The City council has submitted to the voters five <br /> charter amendments concerning council elections." <br /> 2. Revise Section 2.1 (Proposition #2) to add language — five <br /> districts and two at large to Option A and four districts and three <br /> at large to Option B; <br /> 3. Technical change that eliminates a special commission if an <br /> annexation occurs in either of the two years following the <br /> census; <br /> 4. Revisions to Section 2.2, Eligibility to Hold Elective Office, <br /> relating to residency requirements for candidates and election <br /> eligibility for the office of the Mayor. <br /> Discussion took place regarding the addition of at-large language to <br /> Option A and Option B of Proposition #2. <br /> I. <br /> 210 <br />
